COUNCIL CHAMBERS MEMBERS PRESENT: Mark Mace Chuck Dickerson Mary Carter Chuck Rodgers Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None Sediment Removal updates: A preconstruction meeting will be held on March 13 at 10:00 a.m. Kurt explained that the gravel under the bridge needs to be removed. When the gravel is removed, they will have to transport it to another location. He said that the gravel will go up to the container site to fill a coulee. If the gravel is not moved out of the flood plain, the Federal Government will not reimburse the city. Kurt also stated that the Army Corps wants the gravel removed that was put in last summer to divert the river to the intake so water could be supplied to the city. They gave the city until March 23 to have the gravel removed. The low bid on this project was $89,000. Donnes Inc. was awarded the bid. This project should take about 20 -30 days to complete and should begin March 14 FEMA will cover half of the cost to put in a ditch, which will consist of going into the back side of the intake to keep the rock and debris from coming into the intake. A permanent solution would be putting a diversion dam in like Glendive has, which controls water flow to the intake. Sewer treatment plant update: Kurt stated that Great West Engineering designed a preliminary engineering report for upgrading the sewer treatment plant. Kurt explained that the WWTP is well maintained but the RBCs (rotating biological contactors) are not well- suited for pending ammonia and nutrient removal rules. The disinfection system is unable to consistently meet E.coli and total residual chlorine requirements. Because no mixing zone or dilution is allowed under the current regulatory framework, the city must provide full ammonia removal to assure compliance with acute and chronic water quality standards for ammonia. It must also comply with non - degradation load limits for total nitrogen and total phosphorous. Kurt explained that it is recommended that the city provide full biological oxidation of ammonia to nitrate for the entire flow using a three stage activated sludge process. The new process will also be designed for biological phosphorous removal and significant reduction in nitrate to nitrogen gas. The existing RBC basins will be expanded and modified to serve as stages 1 and 2 of the new activated sludge system. The city had adequate anaerobic digestion capacity for both the primary clarifier solids and the waste activated sludge expected at a maximum month flow. A new building will be constructed for the sludge thickening room. Kurt stated that the city is waiting for final approval from DEQ. He said that they had a couple of questions and once they are complete the bidding process will begin. A contractor will be selected in April. This project will take about 18 months to complete. Storm Water Project: Kurt stated that the pond behind Spruce Grove has been cleaned out and is now draining for the first time in about three years. The pond is about dry and the cat tails have been removed. Originally there was a culvert put in, but it was too high so the water could not drain so there was always standing water. The culvert has been lowered and is allowing the pond to drain. Other: Street work will begin as soon as the oil is made. This should take place in April. Kurt stated that the deep holes will be filled with millings and then sprayed with oil. Street Sweeping began March 11 th .
