COUNCIL CHAMBERS MEMBERS PRESENT: Chuck Dickerson Mary Carter Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None Sewer treatment plant update: Kurt stated that Great West Engineering designed a preliminary design report for. upgrading the sewer treatment plant. Kurt explained that the WWTP is well maintained but the RBCs (rotating biological contactors) are not well- suited for pending ammonia and nutrient removal rules. The disinfection system is unable to consistently meet E.coli and total residual chlorine requirements. Because no mixing zone or dilution is allowed under the current regulatory framework, the city must provide full ammonia removal to assure compliance with acute and chronic water quality standards for ammonia. It must also comply with non - degradation load limits for total nitrogen and total phosphorous. Kurt explained that it is recommended that the city provide full biological oxidation of ammonia to nitrate for the entire flow using a three stage activated sludge process. The new process will also be designed for biological phosphorous removal and significant reduction in nitrate to nitrogen gas. The existing RBC basins will be expanded and modified to serve as stages 1 and 2 of the new activated sludge system. The city had adequate anaerobic digestion capacity for both the primary clarifier solids and the waste activated sludge expected at a maximum month flow. A new building will be constructed for the sludge thickening room. Kurt stated that this project will cost about $5,999,000.00 to complete. The city received a $750,000.00 grant in 2007 that will be used toward this project. The completion date for this project is about 15 -18 months. Sediment Removal Project: Kurt explained •that the gravel under the bridge needs to be removed. When the gravel is removed, they will have to transport it to another location. He said that the gravel will go up to the container site to fill a coulee. If the gravel is not moved out of the flood plain, the Federal Government will not reimburse the city. Kurt also stated that the Army Corps wants the gravel removed that was put in last summer to divert the river to the intake so water could be supplied to the city. The screens will need to be cleaned by the city workers approximately six times per shift. The city needs a permanent solution for the old intake and Kurt is working with the engineers to figure something out. There should be a final cost on this project sometime around February 14 Small Water Project: (5 Avenue & Cottonwood Avenue) Kurt explained that there are constant water breaks on 5 and Cottonwood and both streets need a new water line put in. This project would replace the water lines in three blocks of Cottonwood and two blocks of 5 Avenue. He explained that when water has to be shut and turned back on at CHS Refinery, it creates a hammer effect and breaks the line. A letter has gone out to city residents on these two streets suggesting a SID be created to rebuild the curb & gutter and sidewalks when this project is taking place. If funds are available, this project would start this summer. Riverside Levee Situation: Kurt explained that the city is still working with FEMA.
