3. Acitivity Report
Minutes of the Yellowstone County Air Pollution Control meeting held
December 12, 2000 at the Yellowstone County Air Pollution office.
Members Present: Mr. Wade Steinmetz, Mr. L.D. Collins, Mr. Bill Shikany, Mr. Rich
Schilf, Mr. Mark Waddington.
Others Present: Mr. Steve Duganz, Mr. Russell Boschee
Chairman L.D. Collins called the meeting to order at 7:35 P.M. Mr. Steinmetz moved to
accept the minutes of the October 10°i meeting as written. Mr. Schilf seconded, and the
motion passed.
Concerning October's old business, Mr. Duganz said that the results from the Empire
Sand & Gravel's stack test of its asphalt plant were in compliance. He said our agency
purchased a new computer, but we are having problems converting the open burning
permit program. He said he attended and qualified at our semi-annual Visible Emissions
School in Helena. He said he attended a meeting to discuss the 911 tower and SO2
monitoring site on Sacrifice Cliff. He stated that the computer on Sacrifice Cliff was
contaminated with the Diablo virus, so we lost some data in October.
Concerning November's Industrial Compliance, Mr. Duganz said he inspected Cereal
Food Processors on ls` Avenue South, and he found them in compliance. He said he met
with some concerned neighbors about the wheat chaff and dust problem from Peavev
Elevator (formerly Billings Grain Terminal) noting they were in compliance with this
problem. He said the DEQ requested some former compliance inspections from Coors
Elevator near Huntley to better evaluate the impact from the proposed elevator near
Pompey's Pillar.
Concerning November's Administration, Mr. Duganz noted our budget was in good
shape. He noted the EMPACT grant went out for bid at the direction of the County
Commissioners. Bison Engineering was awarded the contract, and they should start the
project shortly.
Concerning November's Air Quality, Mr. Duganz noted we issued a few burning permits
last month. He said the DEQ built anew deck in Lockwood for the PM-10 and PM-2.5
monitors to comply with citing criteria.
Chairman L.D. Collins adjourned the meeting at 8:05 P.M..

Activity Report for the month of December, 2000 for submittal to the
Yellowstone County Air Pollution Control Board on January 9, 2001.
1. INDUSTRIAL COMPLIANCE
A. No activity regarding industry was conducted in December.
IL ADMINISTRATION
A. With 50% of the fiscal year over, we have expended approximately 49%
of our budgeted funds. We have received the City of Billings contribution
for the full year.
B. The County Commissioners awarded the EMPACT project to Bison
Engineering on December 15. On December 4, the FCC changed their
licensing procedure, so we may have a further wait until data can actually
be transferred from the field to the courthouse. An advisory committee
meeting should take place in January to discuss what the web site should
contain.
III. AIR QUALITY
A. During the month of December, only 1 open burning permit was issued.
For the year 2000, we issued 1754 permits, about the same number as the
year before.
B. Some data summaries will be available by next month, but the PM-10
average for the year was 18.6 ug/m3. The yearly standard is 50 ug/ m3.
