Greyhound Bus Lines - parking on Main Street
Tom Harper, the regional sales manager for Greyhound Bus Lines, stated that some operational
issues needed to be addressed. The space provided is inadequate to park a 45-foot bus, and a
minimum of ninety feet is needed. Problems arise when Rimrock Stages, Powder River and
Greyhound are scheduled to stop at the bus depot at the same time. Larry estimated that it is 130
feet from the corner to the beginning of the parking place, which should be adequate if no other
vehicles are parked in the area. Lorraine Craig suggested painting yellow stripes on the street to
prevent parking in the zone. The committee discussed having a 24-hour bus parking zone.
Enforcement by the police department and city judge has been difficult in the past. Gay stated
that the mayor is aware of the problems and could direct the police department and the city judge
to enforce no parking in the bus zone.
Snow removal is another issue that should be done consistently and should be the responsibility
of the depot agents and business owners.
The committee recommended that this area should be zoned off for bus parking and that the
police department and city judge should enforce the ordinance.
Container fees
Larry stated that the council recently reaffirmed the present container fee schedule. The issue
with Fiberglass Structures is still being addressed, and they are trying to find a way to compact
the garbage to save time and money.
Report on pool
Sandblasting of the swimming pool is complete and the bill totaled $12,226. The floor of the
pool is only two inches thick and it came out in chunks during the sandblasting. At least a four-
inch thick floor needs to be poured in the pool. JTL estimated a cost of $27,000 to pour a five-
inch floor with rebar and a sand surface between the old and new floors. Industrial Refinishing
would grout the cracks ($7,665), paint the pool ($9,965), letter on the deck ($1,000), and
sandblast in front of the building.

The process to repair the pool needs to start at least 72 days prior to the targeted opening date of
June 15th. The stab would need to be poured by April 2, 2001, and the process would continue
after that. The committee discussed the need to go out for bids since the law requires it for
projects over $20,000. Industrial Refinishing would guarantee that the pool would not leak only
if he completes the project. There was $60,500 was budgeted to complete the pool project, and it
will cost about $57,000. The money set aside for the filter will be used, but Larry expects that
the life of the present filter and the pool should be extended eight years.
Activity update on water intake
There was no water flowing by the intake at noon today. COP Construction is scheduled to put a
berm across the river tomorrow morning to seal up the south branch of the river, causing all of
the water to flow down the channel by our intake. The permit used to dig the channel expired
recently and a letter stating that no more work could be done was received from Corp of
Engineers. Larry has submitted another permit application. The $20,000 to $30,000 emergency
budget item will be necessary to build the berm.
Lighting District
Pat Murtaugh is working on the lighting district project. Pat will request the necessary
information from the state and the county. The committee discussed the billing system needed
for a lighting district. Public education regarding the lighting district needs to progress in order
to place it on the ballot in the spring of 2001.
Unscheduled matters
Budaet billing for water bills
Larry stated that a citizen asked regarding offering budget billing for water bills. He will check
to see if it could be done. Ed Steffans suggested offering automatic withdrawals from checking
accounts.
Use of building at Riverside Park
Smokey Staudinger stated that the Emergency Services Committee decided to use the building at
Riverside Park to hold dogs that are picked up by the police department. The committee
discussed the issue. Gay stated that the decision was up to the Emergency Services Committee.
