Approve minutes of previous meeting 3. Acitivity Report Minutes of the Yellowstone County Air Pollution Control Board meeting held October 10, 2000 at the Yellowstone County Air Pollution Control office. Members Present: Mr. L.D. Collins, Ms. Michelle Reed, Mr. Nick Shyne, Mr. Bill Shikany, Dr. Mark Waddington, Mr. Wade Steinmetz and Mr. Rich Schilf. Others Present: Mr. Steve Duganz, Mr. Russell Boschee Chairman L.D. Collins called the meeting to order at 7:30 P.M. Mr. Shyne moved to acccpl the minutes of the August 8"' meeting as written. Mr. Steinmetz seconded, and the motion was passed. Concerning August's meetings, Mr. Duganz said he attended a BLAQTC meeting to discuss moving soiiie ambient monitoring trailers. Ile said Pine Hills and Johnson Lane South were to be moved a short distance, and Ilrickyard Lane was to be moved to the I leighls. No timetable was set for this action. Ile said he attended a Downtown FAchange Club meeting to discuss the particulate levels due to the fires. Ile noled that the stale DGQ was working on an limcrgency Response Protocol if this situation arises again. Concerning September's Administration, Mr. Duganz said the budget is in good shape. I le noted that the Lab Supplies and Vehicle Maintenance accounts were affected by some unanticipated one-lime expenditures. Ile said the County C0111mi551onerS tilled the bail on open burning except for a small area in Lockwood. Regarding September's meetings, Mr. Duganz said he attended an BMPACT meeting to discuss logistical matters. He said the parties agreed to a basic plan of action, and he is optimistic that the plan can be acted upon promptly. The meeting was adjourned by Chairman L.U. Collins 8:00 1'M. DEC 11 -? INDUSTRIAL COMPLIANCE A. Cereal Foods Processors had their annual compliance inspection in November. The facility continues to produce about 80,000 tons of flour per year with no visible emissions. B. A discussion was held with the manager of the Peavey elevator in regards to controlling dust and wheat chaff. C. In preparation for a hearing on the proposed grain elevator near Pompey's Pillar, the DEQ requested a copy of the last inspection report on the Coors elevator in Huntley. II. ADMINISTRATION A. With 42% of the fiscal year over, we have expended approximately 41% of our budgeted funds. We have requested the City of Billings contribution to our program. B. The County Commissioners decided that whomever would contract to do the EMPACT project work would have to win a bid process. Therefore, request for proposals were published in the Billings Gazette on November 24 and December I. Bids will be opened on December 12 and hopefully, the project will move forward. III. AIR QUALITY A. During the month of November, 18 open burning permits were issued. B. A new deck was constructed at the Lockwood Park site that is much safer and allows the monitors to have proper spacing. Two new PM2.5 monitors have been installed in Lockwood while the "old" monitors have been taken to Helena to be refurbished. C. Our third quarter PM2.5 data has been received. The average for July- September was 9.57 ug/m3. The standard is 25 ug/m3. The sample on August to when the forest tires were raging was lost due to an error in Helena. Our average for the first nine months of 2000 is 8.5 ug/m3. D.
