PUBLIC WORKS COMMITTEE
NOVEMBER 13, 2000 7:00 P.M.

Roy Williams - railroad car for park
Roy Williams did not attend the meeting. Gay Easton explained the request to place the shell of
a railroad engine in the southeast comer of Firemen's Park behind the parking lot.
Motion by Gary Temple to grant permission to place a MRL railroad engine in the southeast
comer of Firemen's Park, seconded by Smokey Staudinger. Motion carried.
Thomae Lumber costs "
Larry McCann stated that the costs totaled $8,370 to repair Wyoming Avenue by Thomae
Lumber. Larry had misunderstood and thought that Thomae would maintain the street if the city
repaired it.
Gay stated that the highway department would not allow loading and unloading on the state
highway.
The committee had a lengthy discussion regarding the situation. Thomae Lumber was granted
permission for a loading zone through the ordinance, but the maintenance issue has not been
enforced.
Motion by Gar~ Temple to rescind the ordinance allowing a loading zone for Thomae Lumber,
seconded by John Oakes.
There was further discussion by the committee. No vote was taken on the motion.
Motion by Mark Mace to recommend to the council to rescind the ordinance due to the street
conditions and the safety violations that have resulted from the loading zone for Thomae Lumber
on Wyoming Avenue, seconded by Gary Temple. Motion carried.
A letter of explanation regarding this recommendation will be sent to Thomae Lumber before the
next council meeting.
Pat Murtaugh - survey report
Pat Murtaugh distributed drat5 copies of the needs assessment that he completed for the City of
Laurel. The needs survey was designed to help the city in the development of a future citywide
capital improvements plan and in evaluating existing services. Pat explained the survey results.
The response to the income survey demonstrated that approximately 56% of Laurel's population
has a low-to-moderate income, which makes the city eligible for grant assistance through the
CDBG program. The CDBG program offers grants in amounts up to $500,000 for public
facilities projects and housing projects.
Main Street curb and gutter
Engineering, Inc. is the engineer for the project to replace curb and gutter on Main Street from 1~t
Avenue to 9th Avenue. Engineering costs will be about $100,000, and the remaining $80,000 of
the grant money will be used to replace curb and gutter on the north side of Main Street from 1~t
to 3rd Streets. Additional grant money will be needed to complete the project in the future.
Bus narkin~
The committee discussed the problem regarding bus parking at the bus station. Gay Easton will
send a letter emphasizing the code requirements to the bus company and to the City Judge.
Lighting at Thomson Park and South Pond
In order to curtail vandalism at Thomson Park and South Pond, Larry stated that better lighting is
needed. Ace Electric would install a 35-foot metal pole with two 100,000-watt fixtures in
Thomson Park for $2,300. They would install a wood pole with two 400-watt fixtures at South
Pond for $1,350. These fixtures were not included in this year's budget but need to be installed
before next summer.
Swimmin~ nool
Industrial Refinishing of Sheridan, Wyoming, is ready to begin sandblasting the swimming pool
for $15,000. The city's Vac truck will be used to pick up the sand. The contractor estimates a
cost of $32,000 to grout and paint the pool. The city has been advised to leave water in the pool
all year.
Containers at businesses
Rob Harris, owner of Fiberglass Structures, stated that he wants to contract with MacKenzie
Disposal to haul his roll-off containers because of the price and the serviceability. Doing so
would save his business $1,404 a year.
The committee had a lengthy discussion regarding the situation. Dennis Johnson, MacKenzie
Disposal, stated that they are not trying to take business from the City of Laurel. Mary Embleton
stated that the garbage rate increase was necessary and the city's ordinance protects the area for
which the city provides the service.
Motion by John Oakes to study the garbage situation further before making a decision, seconded
by Gary Temple. Motion carried.
Unscheduled matters
Smokey asked regarding the possibility of mixing the yellow color into the concrete for the
corners for new curbs and gutters. Mark stated that the code requires a certain yellow to be
painted on the corners.
The meeting adjourned at 8:39 p.m.
