Approve minutes of previous meeting 3. Activity Report Minutes of the Yellowstone County Air Pollution Control BoIrd meeting held October 10, 2000 at the Yellowstone County Air Pollution Control office. Members Present: Mr. L.D. Collins, Ms. Michelle Reed, Mr. Nick Shyne, Mr. Bill Shikany, Dr. Mark Waddington, Mr. Wade Steinmetz and Mr. Rich Schilf. Others Present: Mr. Steve Duganz, Mr. Russell Boschee Chairman L.D. Collins called the meeting to order at 7:30 P.M. Mr. Shyne moved to accept the minutes of the August 8°i meeting as written. Mr. Steinmetz seconded, and the motion was passed. Concerning August's meetings, Mr. Duganz said he attended a BLAQTC meeting to discuss moving some ambient monitoring trailers. He said Pine Hills and Johnson Lane South were to be moved a short distance, and Brickyard Lane was to be moved to the Heights. No timetable was set for this action. He said he attended a Downtown Exchange Club meeting to discuss the particulate levels due to the fires. He noted that the state DEQ was working on an Emergency Response Protocol if this situation arises again. Concerning September's Administration, Mr. Duganz said the budget is in good shape. He noted that the Lab Supplies and Vehicle Maintenance accounts were affected by sonic unanticipated one-time expenditures. He said the County Commissioners lifted the ban on open burning except for a small area in Lockwood. Regarding September's meetings, Mr. Duganz said he attended an EMPACT meeting to discuss logistical matters. He said the parties agreed to a basic plan of action, and he is optimistic that the plan can be acted upon promptly. The meeting was adjourned by Chairman L.D. Collins 8:00 PM. INDUSTRIAL COMPLIANCE A. We received notification that the Empire Sand and Gravel asphalt plant had emissions of 0.016 gr/dscf during their stack test. They are allowed 0.040 gr/dscf, so the plant was in compliance. 11. ADMINISTRATION A. We have requested the first quarter's reimbursement from the State DEQ. With 33% of the fiscal year over, we have expended approximately 34% of our budgeted fiends. B. We have a new computer in the office now, and the Information Set-vices Department is working on transferring the burning permit program to that computer. It is a complex project due to how the program was originally designed. III. MEETINGS A. Mr. Duganz attended the Semi-Annual Smoke School in Helena. B. Several EMPACT meetings were attended. We have bids from Bison Engineering, Spatial Systems and RF Communications for data handling, web development and wireless communications. The Commissioners believe that we should go through a bid process, so a request for proposals is now being developed. C. A meeting to discuss the 911 tower and building on Sacrifice Cliff was attended. An antenna for the EMPACT project may go on their tower when it is moved. D. Mr. Karl Hermann from EPA, the EMPACT Project contact met with us to discuss what EPA requires, a timeline and including our information on the EPA website. IV. AIR QUALITY A. During the month of October, 60 open burning permits were issued. B. We have no valid data from Sacrifice Cliff due to a virus installed from a DEQ disc. That has now been corrected. C.
