Lonnie Kellogg, City Rep. Gerald Shay, Member at Large Clarence Foos, County Rep. Don ~udgell, County Rep. Larry Thomas,.. City Rep. Jim Ziegler, County Rep. Others present: Cal Cumin, City Planner George Reiter Motion by Jim Ziegler, seconded-by Don Gudgell, to approve the minutes. Motion carried. : Motion by Bi/lie Lou Lance, seconded by Gerald Shay, to approve the bill for Administrative services for $600 (3 months). Motion carried. Home Occupation Request- Gary, s Wrecker Service, did not show up. Postponed until the June meeting. Airport Zoning Ordinance In 1982 the Airport Was' lookin~-~t-'-some expansion and some Federal Funds. Before the Federal Government provides the funding that there be a Land Use Control Plan for the area of influence, such as a Zoning Plan. The City came up with the Zoning Ordinance at that time for the Laurel Airport.. The purpose of the guidelines.:~et..up ~y~he ~6ning o~dinan=~'~ was to provide for the safety of the airport users and the property owners within the vacinity of the Airport. The number of aircraft, noise level, future development.and of course the views and mandates of the Federal Agency charged with the control of Civil Aeronautics are also considered. Discussion on ~oise levels. Flight patterns were explained. The City-County Planning Board was appointed to be the Zonin9 Commission for the Airport. It has the authority to approve or disapprove pmoposed uses within the airport zone unless it is overruled by the Airport Board (The Airport AuthorityT. There are two zones, noise level and flight patterns. Cal has a problem with ~his Ordinance and feels it needs to be changed. Most'of the Ordinance deals with height requirements around the airport, and nothing can be grown or built within a certain area unless it conforms to the height limitations. The Ordinance reads now that with a Special Review, a height requirement can be reviewed. He would like to see the'Ordinance changed to read that there be no special review.required in the flight pattern zone, but the height requirement would still have to conform. Cal states that we are really not changing anything, we are correcting it. Motion by Lonnie Kellogg, seconded by Clarence Foos to omit the Special Review requirement on Flight patterns (Sec. 17.56.010). Motion carried. Don Gudgell states that his term is up next month~and is wondering if there have been any applications. He has also re-applyed. Question raised on raising pheasants in the city limits. The Ordinance specifies a certain amount of animals, and pheasants ar~ not mentioned. Question on the Maryland Lane project. People that live around the area are screaming about the dirt and concrete /~ being dumped in the High Point Park. The neighbors claim that it was told to them that it would stay a "natural" area. The contract does state that the contractor will eventually level off the park once'the project is done, and it will be an improvement over the alkali that is there now.
