The meeting of the City-County Planning Board came to
order at 7:05 p.m. with the following members present:
John Hawley Smith, Chairman
Russell Bray, County Rep.
Clarence Foos, County Rep.
Donna Kilpatrick, City Rep.
Donald Gudgell, County Rep.
Gerry Shay, Member at Large
Joe Bradley, City Rep.
Others present:

Motion by Don Gudgell, seconded by Donna Kilpatrick to
approve the minutes of the May 1991 meeting~ Motion carried.
Richard McFate, Jr. appeared before the Planning Board to request
that his fireworks stand be changed into his name due to the
passing away of his father this past year.
They will be having only one stand this year~ and not two like
in previous years. They will only have the stand south of
Laurel. The stand runs from June 24-July 5.
Motion by Gerald Shay, seconded by Donna Kilpatrick, to
recommend that the stand be allowed to operate by Richard
McFate, Jr. Motion carried.
Home Occupation- Gary's Wrecker- 433 Badger Square
Gary Coddington would like permission to run his wrecker service
out of his home. He works during the day at Ben's Riverside
Repair. His wrecker service runs in his off hours.. He is
on the wrecker service list with the Highway Patrol and wants
to get on the list at Laurel.
No repairs are ever done at home, he does park his wrecker in
his driveway tho. He carries a liability policy of $20,000.
Cal recommends approval subject to no trade being carried on
at his residence.
Motion by Gerry Shay, seconded by Russell Bray that the
Board recommend approval subject to no work done on the premises.
Motion carried.
Home Occupation- David Whitney- Phone Repair Service
No show.
Home Occupations and Fire Code Compliance
At the last City license meeting the Committee wasn't sure
whether or not there should be a fire code compliance with
Home Occupations. They would like our opinion.
Cal thinks that it is not necessary. The whole intent of a
Home Occupation is to carry on a business in a residential
neighborhood and not change the make up of the neighborhood.
To make it conform to commercial fire zone changes the whole
intent of the home occupation. He does not see a need for
it.
Joe does not'think it is necessary either. The reason for the
Committee wanting to review this is because of a gentleman having
a Home Occupation in a commercial business. He stated that
all of the work he does is done outside, and in an article
in the Gazette he stated he does do some of his refinishing
work in his basement, where there is a furnace/water heater
present. He feels that this case was different tho, because
it is in a Commercial district.
Motion by Gerry Shay, seconded by Don Gudgell that the
Planning Board recommends that there is no change required
in the way the city administers fire codes to comply with
Home Occupations. Motion carried.
Babysitters and Lawn-persons
There have been some concerns with the new Treasurer that people
are advertising in the Outlook for babysitting services, but
not coming in to apply for business licenses for these services.
Joe had advised Vicki that she should go through the paper
to see if there are people advertising for services and check
out whether or not they are licensed. She brought this up
with Cal and he suggested we discuss it.
After much discussion a motion was made by Don Gudgell, seconded
by Donna Kilpatrick that we recommend to the Council that they
pass an Ordinance requiring City licensing of Family Day Care
homes (3-6 kids in a residential home), and Day Care Centers
that provide, more than 3 consecutive weeks of babysitting
services. ~Motion carried.
Discussion on Lawn-persons. It was decided to table this issue.
Scuba Permit Modification
Cal recommends that we modify the scuba permit to allow an
instructor that provides proof of insurance to the City, to
be able to sign a wiaver for his class, instead of requiring
each student to sign an individual waiver. Also, he feels that
the permit should be good for a calendar year, Jan.-Dec., so
that they don't have to fill OUt a new on~ each time !~ey dive.-

Motion by Donna Kilpatrick, seconded by Joe Bradley, that
we amend the Scuba permit to allow the instructor, that carries
insurance with the City on the policy, to sign one waiver for
his class, and to allow the permit to be good for a calendar
year, January thru December. Motion carried.
Motion by Joe Bradley, seconded by Gerry Shay, to recommend
that the bills for $200 for Administrative services, and a bill
for $3,375 for Cal Cumin's services be paid. Motion carried.
Cal handed out a General Activities report for the second quarter
of 1991.
Motion by Joe Bradley, seconded by John Smith, to adjourn
the meeting. Meeting adjourned at 8:00 p.m.
