The regular meeting of the City-County Planning Board was
brought to order at 7:00 p.m., October 20, 1991, with the following
members present:

Motion by Donna Kilpatrick seconded by Don Gudgell,
September 12, 2991 minutes. Motion carried 9--0.

Motion by Don Gudgell, seconded by Gerald Shay, to pay the
$200 Administrative services bill for October. Motion carried 9--0.
Home Occupation- Wava Robison- Crafts- 27~5 Lackawanna
Wava Robison has applied for a Home Occupation to make Crafts in
her home, to be sold at various craft shows, and various downtown
stores. Her husband will help, but no other people will be employed.
Question is raised on neighbors, whether or not they were notified,
as required on the application.
She has talked to several of her neighbors, but there is one neighbor
she refuses to talk to, due to activities she suspects that they are
conducting in their home (allegedly). The other neighbors have no
problem with her doing crafts in her home.
Cal wouldn't make a recommendation because he felt that there was
not enough information given on the form.
After discussion it was moved by Lonnie Kellogg, seconded by Gerald.~
Shay to recommend approval of the application subject to no extra
traffic, no sales done out of the home, and no extra garbage.
Motion carried. 9--0.
Discussion of Group Home Issue
There has been some discussion regarding dropping the Special
Review requirement for Day Care Centers with 12 or fewer kids.
Joe states that when babysitters with 12 or fewer kids are
licensed through the state, there is not much we can require
of these smaller babysitting operations. The only thing we can
do is require them to buy a business license.
Motion by Gerald Shay, seconded by Russell Bray, to recommend
that the City change the terminology of Day Care Centers,
babysitters, to match the states terminology. Motion carried
9--0.
Joe states that the Chamber of Commerce is asking to be able to
place a railroad caboose next to the Locomotive Inn, to be used
for a tourist information booth. In order to place a caboose
in that area they will have to apply for variances. The main
variance they will be asking for will be to exempt them from
having to hook into the sewer line. More information will
be gathered on this issue once the Chamber decides if they want
to do this.
Motion by Don Gudgell, seconded by Donna Kilpatrick to
adjourn the meeting. Motion carried 9--0. Meeting adjourned
at 7:30 p.m..

thus, the use of a 'portion of a structure as a home occupation will not
permit a subsequent owner an automatic home occupation designation.
Proced - - -
1. Complete home occupation request form and submit it to the
4City seven (7) working days prior to a regularly scheduled
meeting of the Planning Soard.
2. The Planning Board will consider the request at their regu-
larly scheduled meeting. Attendance at.this meeting is
required by the applicant or his/her representative.
3. 7be Planning Board will make a recommendation to the City
Council that the specific request for a home occupation
designation be granted or-denied.
4. The City Council will consider the Planning Board's recom-
mendation concerning the specific home occupation designation
and approve or deny it at their next regularly scheduled
meeting. Attendance by.,the applicant or his/her represent-
ative is required at this meeting. --

WHEREAS, an Application for Home Occupation was filed
with the City by Wava Robison , on. the _17-h, day
of Se tember 19991 and a copy of the Application
is attached hereto:
WHEREAS, the matter having come before the Laurel City-County
Planning Board for recommendation.;
WHEREAS, the Planning Board, after full consideration of the
Application at its regular meeting of October 10, 1991 it was
moved by Lonnie Kello , seconded by Gerald Shay that
the Planning Board recommend to the City Council that the
Application be granted/?de id, and the said motion was passed/
IftifleAl ld by a vote of 9 in favor and 0 opposed
(MCA Section 76-1-304) requiring the concurrence of at least
six Board members to take any official action.)
Therefore, the Laurel City Council is hereby informed that
the Planning Board recommends that the Application for Home
Occupation by be:

No extra traffic, no at home. sales, no extra garbage.
Denied.
