The meeting of the City-County Planning Board was brought
to order at 7:04 p.m. with the following members present:

Motion by Joe Bradley, seconded by Don Gudgell,
the $200 Administrative Services bill for November.

Motion carried
Motion by Billielou Lance, seconded by Russell Bray, to
approve the minutes of the October 10, 1001 meeting. Motion
carried 7--0.
Home Occupation- Vernon Mummey- 405 W. Maryland
Mr. Mummey provides in-service training for organizations. He will
not be working in Laurel, but needed to establish an address for
this business so as not to cause a conflict of interest with his
regular 8-hour a day job. He is a substance abuse co-ordinator
for the Indian Health Board. (this is the business he wants to
have a Home Occupation granted for). He provides in-service
training for non-Indians in how to work with Indians.
There will be no extra traffic to his home, no customers.
Motion by Joe Bradley, seconded by Billielou Lance to recommend
approval of Vernon Mummey's Home Occupation, subject to no extra
traffic at the home. Motion carried 7--0.
UPDATE ON FIGGINS' POND
Upon doing some checking with the County, Cal found that the City
now owns Figgins Pond, as of April of 1991.
Update on ASphalt Supply Special Review
The board was informed that the Council denied Asphalt Supply
their proposed new storage tank. Discussion was held.
Daycare Ordinances
Copies were passed out of the Ordinances for Day Care, updating
the definitions to match the States definitions of same.
Cal informed the Board that there is a big push towards a
County wide Park maintenance district, and he feels that it
will eventually happen.
It would establish the boundaries of Yellowstone County as a
single park district, and they would have the ability to levy
taxes as determined by public election. They would be governed
by a Park board, that would be appointed first, and eventually
elected, with the task of taking care of all of those parklands
in the district.
The only way that this can be established is through the County
Commissioners. A petition needs to be signed with no less than
9,000 signatures on it.
Cal feels that this has pros and cons to it.
Cal informed the board that there is a manufacturing company
that is looking at Mossmain.
Boise Cascade is also for sale.
L.D. Collins was present to ask the board to recommend that Joe
be authorized to write a letter to the County Commissioners
recommending that they allow the taxes to be suspended so that
he can lease the buildings for his auction sales. Discussion followed.
Motion by Larry Thomas, seconded by Don Gudgell to recommend
that Joe write the letter. Motion carried 6--1.
Motion to adjourn by Don Gudgell, seconded by Billielou
Lance. Motion carried 7--0.
The meeting was adjourned at 7:50 p.m.
