MONTAliA i1044 April 9, 1992 The meeting of the Laurel City-County Planning Board was brought to order at 7:05 with the following members present: John Hawley Smith, Chairman Larry Thomas, City Rep. Joseph M. Bradley, City Rep. Donna Kilpatrick, City Rep. Lonnie Kellogg, City Rep. Jim Ziegler, County Rep. Donald Gudgell, County Rep. Clarence Foos, County Rep. Members absent: Others present: Gerald Shay, County Rep. Russell Bray, County Rep. Billielou Lance, County Rep. Cai Cumin, City Planner Cheryll Lund, City Secretary' Jan Patenaude, 309 E. 5th St. Home Occupation- Jan Patenaude- 309 E. 5th St.- Siding, windows, Doors & patio coverings. Jan and William Patenaude of 309 E. 5th St. have applied for a home occupation for a siding, windows, doors & patio coverings business. It will be a home marketing type of operation, with an occasional installation at a home. They will not be showing any merchandise at their home. The samples would be taken to people's homes. · They would get the merchandise in Billings, there would be no .storing of anything at the home. Cal recommends approval subject to no clients coming tO the home. Motion by Don. Gudgell , seconded by Larry Thomas,' that the Home Occupation be approved subject to Cal's recommendation of no clients coming to the home. Motion carried. Motion by Lonnie Kellogg, seconded by Don Gudgell, to approve the Administrative Services bill for $200 for April. Motion Carried. Motion by Jim Ziegler, seconded by Larry Thomas, to approve the minutes of the March 12, 1992 meeting. Motion carried. Discussion on Home Occupations The Planning Board reviewed the Home Occupation application that is used by the City of Great Falls, to see if we would want to re-design our Home Occupation application to be like theirs. Cal said he was not that impressed with the Home Occupation from Great Falls. He feels that there are some unnecessary questions on the form, and alot of what is on their form is already on our form. However, there are some things on the application that could be considered to have on our application. Joe states that there are a few things on the application from Great Falls that he feels are necessary to have on our Home Occupation application. He would like to revise our application. He will work on the revision of this for next month's meeting. Decarlo Subdivision Cal informed the Board that the Decarlo Sub. is now completed. High Point Park Cai stated that there have been many residents up in High Point Subdivision that have complained about the City/County putting garbage into High Point Park. Jim Worthington and the County Commissioners will go look at the Park on Monday, April 13th at 2:00 p.m.. Neighbor's- Don Gudgell- Land Useage Don Gudgell told the Board that the neighbors to the north'of him spun off a 3 acres plot and sold it to a group that plans to put a feed-lot on a % acre to an acre on that plot. It adjoins Don's acreage. It is almost completed with the acception of filling it up with cattle. Jim Worthington told Don that when they spun off that 3 acres of land that the land lost its agricultural zoning nd became a suburban tract. Cal then told Don that there is nothing in the County zoning laws to address these kind of situations. The plot is also right below the High ditch, which flooded last year. Don is concerned that another flood would possibly cause an environmental problem if this happened again with the feed lot in place. Don would like to'see measures taken to assure that this couldn't happen again. Cai said it's very hard to get any kind of zoning adopted for a case like this. Farmers are not very willing to go along with any of the suggestions. In order to get any regulations adopted you have to have a Public Hearing, and you get some verv interestinq feed back from these kinds of hearings. Park- Badger Square Area A ge~]tleman has requested the use of the City/County park by Badger Scuare to pasture his miniature horses. This was referred back to the Park Committee to decide. Page 2 Planning Board meeting of April 9, 1992 Park- Badger Sguare Area (cont.) Also the neighbors are complaining that kids are driving their cars through the park and making big ruts in the park. They would like the City to put some signs up that say "No Vehicle Access", or a barricade. They would also like to see the City Police come down and give tickets to these kids that are running their cars through the park. Joe stated that this is not in the City limits and the police would be unable to enforce any signage. Joe wonders if we have any proof that these Parks do indeed belong to the City? Cal states that it should be in the County Park Board Committee minutes. Cal suggests that you tell the gentleman to go ahead and put his horses in the field, but he will be responsible for putting up a fence to house the horses. Donna Kilpatrick agreed that this would be a good idea, but that maybe he doesn't have the money to do any fencing. Donna also reminded everyone that Saturday, April llth is City wide clean up day. May Planning Board Meeting Cal needs the May meeting pushed back one week because he won't be in town the first two weeks. Motion by Joe Bradley, seconded by Don Gudgell that we postpone the meeting to May 21st. Motion carried. Motion by Don GudgeI1, seconded by Donna Kilpatrick to adjourn the meeting. Motion carried.
