I~ONTANA 69044 July 9, 1992 The City-County Planning Board meeting Was called to order at 7:00 p.m., with the following members present: John Hawley Smith, Chairman Joe Bradley, City Rep. Lonnie Kellogg, City Rep. Donna Kilpatrick, City Rep. Larry Thomas, City Rep. Jim Ziegler, County Rep. Donald Gudgell, County Rep. Clarence Foos, County Rep. Billielou Lance, ~County Rep. Others present: Gene Eckhardt Ron Benner Cal Cumin Jim Worthington Members absent: Russell Bray Gerald Shay Cheryll Lund The minutes of the June meeting were approved. Present at the meeting tonight are Ron Benner and Gene Eckhardt, residents of E. Maryland Lane. The residents along E. Maryland Lane have been in contact with Jim Logan, County Engineer, to request that the County pave the · Lane to Yard Office Road. The County has told them it would cost $416,000 to do so. They are here tonight to request that the Planning Board contact the state for funding. The big problems on the road, due to it not being paved, are vehicle speed, dust and traffic control. The Planning Board approved E. Maryland Lane as a major arterial street in 1978. Motion by Billilou, seconded by Donna Kilpatrick, to write a letter to the County Surveyors office for priority consideration of the paving of East Maryland Lane roadway to lessen dust and to enhance the surface. Motion carried with 2 opposing votes cast by Joe Bradley and Don Gudgell. Cai brought up the problem of 2 meetings back, the RV that parks 214 E. Main Street for the Flea Market held on the week-ends. The Council has asked that the Planning Board give them direction on R.V. parking. Two options mentioned were #l, having permits to park, or #2 have a place open for RV's to park, or just leave the Ordinance the way it is. Cal has no recommendations and asked for suggestions. Joe said that there would be some problems trying to enforce both of these suggestions. The RV in question is actually being used on a permanent part-time basis. L.D. Collins spoke and disputed Joe's interpretation of the use of the R.V. Larry Thomas brought Up code #17.76.030(C), and said that Cal should of never sent the letter to the party in the RV, as it is not his job to do so. ~J0e brought up code #17.08.130- Travel trailer as defined, and code #17.20.20- use of travel trailer in zone. L.D. recommends and asks that the above codes be corrected, and that the use of RV's be allowed on a temporary basis. Discussion about defining a temporary basis. Joe Bradley made a recommendation to hold a public hearing'on this issue. Motion by Joe Bradley, seconded by Donna Kilpatrick, to amend 17.16.010 and 17.20.010, and to hold a public hearing on these codes. Motion carried. Public hearing will be in August.
