Sept. 10, 1992
The meeting of the City-County Planning Board was called to
order at 7:10 p.m. on September 10, 1992, with the following
members present:
John Hawley Smith, Chairman
Larry Thomas, City Rep..
:Joseph M. Bradley, City Rep.
Donna Kilpatrick, City Rep.
Lonnie Kellogg, City Rep.
Gerald Shay, Member at Large
Donald Gudgell, County Rep.
Clarence Foos, County Rep.

Members absent: Jim Ziegler, County Rep.
Others present:
Cal Cumin, City Planner
Cheryl/ Lund, City Secretary
L.D. & Gail Collins, 401 Cottonwood

Motion by Joe Bradley, seconded by Don Gudgell, that the
minutes of the August 13, 1992 meeting are approved. Motion
carried.
Bills for Cal Cumin for $3,375.00 for services for July,
August and September, and a $400.00 Administrative Services bill
for August and September were submitted. Motion by Billielou
Lance, seconded by Joe. Bradley, that the above bills be paid.
Motion carried.
ALLOWING TEMPORARY PARKING OF R.V.'S IN RESIDENTIAL AND COMMERCIAL
INDUSTRIAL ZONES. (OCCUPIED TRAVEL TRAILERS)
Joe read the drafts of the Ordinances he had drawn'up from the
recommendations of the Board at the August meeting.
Motion by Donna Kilpatrick, seconded by Billielou Lance to
recommend to the City Council to accept the draft of the Ordinance
as written for Commercial-Industrial zones.
Discussion.
Cal recommends that the Ordinance reads "No more than 14 days per
year", instead of 14 days per month. The 14 days per year would
cover all Herbstfest, Good Sam, and the Catholic church functions.
L.D. Collins states that he feels if we added "no more than 5
consecutive days" to the terminology it would take care of
any problems.
Motion by Joe Bradley, seconded by Lonnie, to amend the
ordinance draft to read lb) define temporary as no more than 14
days accumulated in any calendar year; and, 2b) non-temporary
would be defined as a period of time in excess of 14 days
cumulative, but less than 21 cumulative days in a calendar year°
The question on the amendment was called for with the motion
failing 4--5. Motion fails.
The question on the first motion was called for. The motion failed
with a vote of 4--5. Motion fails.
Motion by Joe Bradley, seconded by Don Gudgell, that the
Planning Board recommend to the Council to approve the Ordinance
draft for the Temporary parking of R.V.'s in residential zones,
as written.
Discussion.
Motion by Joe Bradley, seconded by Donna Kilpatrick, to amend
the Ordinance draft to read; lb) define temporary as no more than
14 days accumulated in any calendar year. Motion~carries 9--0.
The question is called for on the first motion. Motion carries
9--0.
After lengthy discussion, it is decided to draw up a definition for
flea markets, and add it to the list of things allowed in the
different zones. Joe will draw something up for the next meeting.
CLG - GAIL KENSON
Gall Kenson was at the meeting to update the Board on the CLG
(Yellowstone Historic Preservation Board).
She said there has been a few changes since last time she talked
to the Board, such as the name "Yellowstone Historic Preservation
Board".
Discussion. Joe states that it would take the city at least 3
months to hold a public hearing, and to draft and pass the
Ordinance to become a part of the Board.
Gail suggested that we wait until we hear from her regarding more
possible changes. She will contact Joe or Cal.
The meeting was adjourned at 8:10 p.m.

AMENDING SECTION 17.20.020 OF THE LAUREL MUNICIPAL CODE
TO ALLOW TEMPORARY PARKING OF OCCUPIED TRAVEL TRAILERS
AND RECREATIONAL VEHICLES ON PRIVATE PROPERTY IN ALL
COMMERCIAL - INDUSTRIAL ZONES
IT IS HEREBY ORDAINED by the City Council of the City of
Laurel, Montana, that Section 17.20.020 of the Laurel Municpal Code
is hereby amended in part, as follows:
Section 17.20.020. Zonin classified in districts.
Zoning for commercial - industrial districts is classified
in and subject to the requirements of Table 17.20.020, which is
amended in part as follows:
1.(A.) Temporary parking of occupied travel trailers and
recreational vehicles as defined in Section 17.08.1130 of this Cade,
' upon private property, shall be allowed in all
commercial - industrial districts of the City of Laurel.
(B.) "Temporary", for purposes of this ordinance, is
hereby defined as a period of time no longer than 14 days
(cumulative) in any calendar month.
2.(A) Non-temporary parking of occupied travel trailers and
recreational vehicles as defined in Section 17.08.130006fUthis Code,
upon private property, shall be allowed by special review only in
all commercial - industrial districts of the City of Laurel,
pursuant to Title 17, Chapter 68 of this Code.
(B.) "Non-temporary", for purposes of this ordinance, is
hereby defined as a period of time in excess of 14 days (cumulative)
in any calendar month.

This ordinance shall become effective thirty (30) days after
final passage by the City Council and approval by the mayor.

AND RECREATIONAL VEHICLES ON PRIVATE PROPERTY IN ALL
