CITY-COUNTY F'].ANNING BOAI~
The City-County Planning Board meeting was~brought to
order at 7:00 p.m. with the following members present:
John Hawley Smith, Chairman
Joe Bradley, City Rep.
Donna Kilpatrick, City Rep.
Lonnie Kellogg, City Rep.
Jim ziegler, County Rep. '
Donald Gudgell, County Rep.
Clarence Foos, County Rep.
Billielou Lance, County Rep.

Members absent:

Discussion on definition of "flea market", and where to allow
flea markets in designated zones within the Laurel city limits.
Cal recommends that we allow flea markets only in the heavy
industrial area and no other.
After discussion the following definition of flea markets will
be added to LMC Code 17.08.475 (with council approval):
A building or open area ~n which stalls or sales areas
are set aside and rented or otherwise provided, not to
include individual private garage sales, and which are
intended for use by various unrelated individuals to
sell articles that either are homemade, homegrown, hand-
crafted, old, obsolete, or antique, and may include the
selling of goods at retail by businesses or individuals
who are generally engaged in retail trade, and which
provides parking for travel trailers and recreational
vehicles in the Flea Market open area for the.sellers
for periods not to exceed five consecutive or fourteen
total days per calendar month.
Also "Flea Market" will be added in alphabetical order to Table
17.20.010.
There will be a public hearing on the above proposed ordinance
in November, after which the Planning Board will make a decision
on this matter.

Discussion was held on the 23 complaints made on a Home Occupation
that was granted to Gary Coddington (Gary's Wrecker Service) at
43 Badger Square. He was granted a home occupation awhile back,
with the stipulation that no vehicles would be stored at his
home. He has violated that stipulation, and hasn't paid for his
business license as of today.
Joe will have the Police Department go take pictures, and a letter
will be written to Mr. Coddington.
Question was raised about the new building going up at Moss Main.
Cal said that the last he heard was that it was an equestrian
center. He will do more checking on this and report back.
Motion by Joe Bradley, seconded by Billielou Lance, to pay
the bill of $200 for Administrative services for October 1992.
Motion carried.
Discussion on the lots in Village Subdivision. The county sent
tax notices to owners of the lots due to delinquent taxes, even
tho new owners have taken over the payments from George Fox.
Cal also asked if anyone remembered allowing George Fox to build
the big pole barn on the east side of Milwaukee. He can't remember
them coming to ask permission to build the building, and that size
of building is not allowed in that particular zone. No one else
remembered.
L.D. ColliDs presented an article on zoning. He suggested that
the Board might be interested in its contents.
Motion by Donna Kilpatrick, seconded by Billielou Lance, to
adjourn the meeting. Motion carried.
