The meeting of the Laurel City-County Planning Board was
brought to order at 7:00 p.m. with the following members present:
John H. Smith, Chairman
Larry'Thomas, City Rep.
Joe Bradley, City Rep.

Lonnie Kellogg, City Rep.
Jim Ziegler, County Rep.
Clarence Foos, County Rep.

Motion by Billielou Lance, seconded by Lonnie Kellogg to
approve the minutes of the November 12, 1992 meeting, as read.
Motion carried.
Home Occupation
Mr. Darin Linger of 1102 1/th Avenue has applied for a home
occupation to allow him to do part time bookkeeping in his home.
There would be no clients coming to his home. Mr. Linger does
have a full time job and would only do his part time bookkeeping
on week-ends and evenings. He also plans to advertise.
Joe Bradley says he sees no problem with granting the home occupation.
It is w/thin the scheme of our home occupation ordinances.
Cai Cumin says he also sees no problem in granting the home occupation,
provided that there is no client traffic coming to the residence.
Motion by Lonnie Kellogg, seconded by Donna Kilpatrick, to
recommend approval of Mr. Linger's home occupation for bookkeeping,
subject to no client traffic coming to his residence. Motion carried.
Intermodal Surface Transportation Efficiency Act (ISTEA)
This act provides federal highway money for such projects as bike
trails, and anything that provides transportation. There are
more detailed guidelines as to what can and cannot be funded
through this program. Cal would like the Planning Board to be
the advisory Board for the disbursement of these funds. The funds

There are certain guidelines for disbursement of the funds.
There is a certain amount of public input that has to be done,
such as through public hearings, for each project.
The matching funds of 13% have to be cash money from the City,
and state and federal money cannot be used.
Projects that fall on the City-County limits can be funded jointly.
All federal standards have to be met for each project, also
including building codes and specifications. Cal feels that
a consultant would have to be hired in order to meet all of the
standards.
Cal Cumin would like the Laurel Planning Board to take the lead
in getting started on projects funded by ISTEA, and begin to
use these available funds.
We, as a Board, need to put in a budget request to the Council
as soon as possible for the matching funds. Cal will write a
letter to the Council and present it at their next meeting.
Motion by Joe Bradley, seconded by Lonnie Kellogg, to
recommend that the Planning Board be an advisery board for
the ISTEA funds. Motion carried.
Cal states that a Mr. Forshner contacted him about moving a
mobile home onto 1321 E. Railroad Street, which is in the county,
but under our zoning jurisdiction. The zone is Light Industrial,
which does not allow mobile homes. Cal informed Mr. Forshner
that he cannot move the mobile home on, and Mr. Forshner was
very mad and upset. There is already a mobile home, owned by his
father, placed in the same area, so Mr. Forshner feels he can also
move one in. Evidently the mobile home that is there now has
been on the property for about 15 years.
Cal stated that there are charges pending in Laurel City Court
against Gary Coddington for zoning violations at his Badger Square
address, due to a "wrecking yard". Mr. Coddington did inform
the court clerk that he planned to move the vehicles off of his
property and plead not guilty.
Discussion on various topics listed on Cal's activity list for
the months of October through December.
Motion by Billielou Lance, seconded by Jim Ziegler, to
approved a Administrative Services bill for $200 for December,
and a bill for $3,375 from Cal Cumin for consulting services.
Motion carried.
The meeting was adjourned.

thus, the use of a portion of a structure as a home occupation will not
permit a subsequent owner an automatic home occupation designation.
Procedure
1. Complete home occupation request form and submit it to the
City seven (7) working days prior to a regularly scheduled
meeting of the Planning Board.
2. The Planning Board will consider the request at their regu-
larly scheduled meeting. Attendance at this meeting is
required by the applicant or his/her representative.
3. The Planning Board will make a recommendation to the City
Council that the specific request for a home occupation
designation be granted or denied.
4. The City Council will consider the Planning Board's recom-
mendation concerning the specific home occupation designation
and approve or deny it at their next regularly scheduled
meeting. Attendance by the applicant or his/her represent-
ative is required at this meeting.
