Ronald Harper, 2111 Atchison Minutes of the December 10, 1992 meeting were approved. ~ome Occupation- Ronald Harper, 2111 Atchison, Taxi Service Katie Peterson was present representing Ronald Harper's proposal for a home occupation for a taxi service at 2111 Atchison. After discussion Cal recommended that the taxi service be approved subject to no more than one taxi being on the premises, and no client traffic to the home. Motion was made and seconded, and carried. Transportation Enhancement Project (ISTEA) Funding ProGram The Board recommended that a public information meeting be held. This will be brought up, by Cal, at the next City Council meeting. The meeting was adjourned. There is no business done in the home, other than paper work and record keeping, and answering the phone. Please answer the follewing questions by indicating yes or no. If your response is yes, please explain. 1. Will ary person other than a member of the immediate family occupying the dwelling be employed, except domestic help? NO 2. Procedure 1. Complete home occupation request form and submit it to the City seven (7) working days prior to a regularly scheduled meeting of the Planning board. 2. The Planning Board will consider the request at their regu- larly scheduled meeting. Attendance at this meeting is required by the applicant or his/her representative. 3. The Planning Board will make a recommendation to the City Council that the specific request for a home occupation designation be granted or denied. 4. The City Council will consider the Planning Board's recom- zmendation corce-r_ing the sl+ecific home occupation designation and approve or deny it at their next regularly scheduled meeting. Attendance by the applicant or his/her represent- ative is required at this meeting. Notified in person Notified in person Notified in person Notified in person 0 0 DRAFT CITY OF LAUREL TRANSPORTATION ENHANCEMENT PROJECT (ISTEA) FUNDING PROGRAM OVERVIEW The 1991 Federal Intermodal Transportation Efficiency Act (ISTEA) provides local communities money for transportation-related projects These funds are administered by the Montana Department of Transportation to communities like Laurel on a per capita basis, and the program is scheduled for six years. Laurel presently has approximately $65,014 to its credit and--if everything goes as planned--will get an annual addition of approximately $33,000 for another four years. Laurel must match these federal funds with cash amounting to approximately 13.42 percent of a project's cost. In other words, to match the $65,014, Laurel must come up with $8,725. Non-cash in-kind contributions or the use of other federal monies as match must be approved by the Federal Highway Administration. Laurel projects must be approved and sponsored by the City of Laurel, and all federal and state non-discrimination and Americans with Disabilities Act provisions apply. ELIGIBLE PROJECTS Projects smaller than $10,000 will not be considered because of the administrative cost involved in processing the application. Projects may be phased over the six-year life of the funding program. Only the following are eligible for funding under the federal and state guidelines: -facilities for pedestrians and bicycles -acquisition of scenic easement and scenic or historic sites -scenic or historic highway programs -landscaping and other scenic beautification -historic preservation -rehabilitation and operation of historic transportation buildings, structures or facilities including historic railroad facilities and canals 0 18, -Environmental Impact. 9. C] 0 -preservation of abandoned railway corridors including the conversion and use thereof for pedestrian or bicycle trails -control and removal of outdoor advertising -archaeological planning and research -mitigation of water pollution due to highway runoff The prioritization of projects submitted will be made by the City of Laurel based on eligibility as delineated above and criteria considering overall benefit to the community, cost (including on-going maintenance cost once the project is completed), level of community support, compatibility with other plans and programs (such as Laurel's Comprehensive Plan and zoning ordinances), and environmental impact. PROJECT SUBMITTAL PROCESS Preliminary applications for projects proposed for approval and funding under this program must be submitted to the Laurel-Yellowstone City-County Planning Board (which will review the projects for the Laurel City Council) by The preliminary application will not be considered for review and approval unless the following minimum information is included: 1. Statement of eligibility as delineated herein. 2. Description of project. 3. Location and site requirements. 4. Preliminary design proposals of buildings or other improvements such as paving, restoration, landscaping, etc.. 5. Maintenance provisions. 6. Relationship of project to transportation. 7. Social and economic effects to include job generation and other economic impact, and affect on minorities, on schools, on housing, etc. i PROJECT SELECTION Projects will be reviewed by the Laurel Planning Board for compliance with the criteria delineated herein, and, if in compliance, will be forwarded for acceptance by the Laurel City Council. The City Council may require a recommendation for project priority from the Planning Board_ If such a recommendation is requested, the Planning Board shall hold a public hearing at which the acceptable submissions shall be presented by the project applicants. After receiving the projects from the Planning Board, the City Council will hold a public hearing at which the applicants will make presentation of their projects. The City Council must then decide which project will be submitted to the Montana Department of Transportation (MDT). After selection by the City Council, the selected project applicant will work with the Planning Board to provide as complete of an application as necessary for submittal to MDT to include complete construction, acquisition, or development costs, phasing, provision of maintenance, and guarantee of local match. The MDT staff shall review projects submitted by communities for completeness and eligibility and then submit acceptable projects to the Montana Highway Commission for consideration at the Commission's next scheduled meeting. After approval by the Highway Commission, MDT will secure funding for the projects from the Federal Highway Administration. Projects may be submitted to MDT for design, environmental and other required reviews, and construction bidding, or the project may also, contingent upon prior agreement with the MDT, be implemented locally using community or consultant resources. e c 0 - ISTEA IMPLEMENTATION SCHEDULE 1. Planning Board recommend to City Council that it hold a public hearing regarding the ISTEA program. (to be presented by Planning Director). 2. Advertise in Laurel Outlook regarding information public hearing before City Council and date. 3. Conduct information hearing before City Council. 4. Establish submittal deadline to the Planning Board for proposed projects. 5. Planning Director and Public Works Director review proposed projects with applicants for completeness and eligibility. 6. Planning Board forward applications to City Council or--at the discretion of the City Council--hold a public hearing, receive presentations, and make a priority recommendation of proposed projects to the City Council. 7. City Council hold a public hearing, receive presentations, and select a project for submission to the Montana Department of Transportation (MDT). 8. Planning Director and Director of Public Works work with the City Council-selected project applicant to prepare complete application to MDT to include final estimates of all costs, building or site plans, phasing, etc. 9. -City submit project to MDT for approval by the Montana Highway Commission and funding by the Federal Highway Administration. 10. Enter into agreement with MDT regarding environmental and other required reviews, project design, and construction bidding processes for approved project. I 1. Start construction of project. P_J NOTICE OF PUBLIC HEARING The Laurel City Council will hold a public hearing at 7:00 PM on February , 1993, to provide information on grant monies available under the Federal Intermodal Surface Transportation Act (ISTEA) to Laurel through the State Department of Transportation. Approximately $65,014 is currently available and an additional approximately $35,000 is expected annually for the next four years. Only the following are eligible for funding in this program: facilities for pedestrians and bicycles, acquisition of scenic easement and scenic or historic sites; scenic or historic highway programs; landscaping and other scenic beautification; historic preservation; rehabilitation and operation of historic transportation buildings, structures, or facilities including historic railroad facilities and canals; preservation of abandoned railway corridors including the conversion and use thereof for pedestrian or bicycle trails; control and removal of outdoor advertising; archaeological planning and research; and mitigation of water pollution due to highway runoff. Local matching funds must make up 13.42 percent of the cost of any project. More detailed program information is available from the City Engineer's Office. All interested persons please attend. • •
