CITY-COUNTY PLANNING BOARD MINUTES
April 29, 1993

Maieatic Subdivision Plat Review
Dan McGee introduced himself as representing Larry Holdhalter, the
buyer of the property and Clarence Foos the owner of the property.
The property is located just north of Laurel off of Alder Avenue.
It is one-parcel of land, 39 acres. It lies north and west of the
high ditch and adjacent to North Hills Estates subdivision, first
filing.
It is currently bare ground. It is zoned RE 20,000. Access is off
of C1airHill Road on the north, and a continuation of Longview road
on the southern end. There is a county road #86 along the western
boundary that is undeveloped.
There is a subdivision improvements agreement attached. There are
no proposed improvements at this time, but it addresses various
options for later and it includes a waiver of a right to protest.
He feels it is straight-forward. There is no park requirement
because this is greater than 10 acres in size.
Cal covered background material on this.
This Plat is a preliminary plat, which is the first stage of a
subdivision. This is the stage of the subdivision that shows us
all of the things that should affect our decision. Everything from
water supply, zoning, access, and all other important aspects
should appear on this plat. After this is gone over, we have to
make a recommendation to the County Commissioners as to whether
this plat be approved or not.
U.S. West wants to see some utility easements put in on this

application.
All utility companies were sent the same information that we were
sent. They have until the subdivision gets approved to let us know
of any concerns that they have.
Cal states that approval from the Highline Ditch needs to be
obtained.
Motioa by Gerald Shay, seconded by Donna Kilpatrick, to
approve the Majestic Subdivision Plan, subject to obtaining proper
permission from the Highline Ditch, and the proper easements from
utility companies. Motion carried.
Chances in Subdivision Laws
Cal states that if anyone is interested in the specific changes, or
the new laws, he will make them available.
Requirina Mobile Homes in Mobile Home Zones
Cal states that we have had several requests in the past few months
to-have double-wide mobile homes put on permanent foundations in
residential zones. Mobile homes of the past were skinny, shiny
"trailer houses" that had a flat roof. No one was in favor of
having them in a neighborhood with houses. Now their looks have
changed and he feels that once they are put on a permanent
foundation they become a permanent house. Also, once they are put
onto a permanent foundation they also come very close to being
considered a modular or pre-fabricated home.
An eight inch block can be placed around the foundation to make it
look a little more like a regular house. In other towns they are
starting to let this happen but they put very specific conditions
on to making the mobile home look like a house. Cal feels that
this should be allowed and pointed out that there are 3 of them
that have already come into different subdivisions.
A question on putting a $30,000.00 mobile home in a subdivision
where people have $70,DDD.00 homes. Who would want this to happen
next to them?
Cal stated that there are already 2 within the city limits, and the
owners had to go through the City Building Department. Their codes
allow them in residential zones.
This issued was tabled until the June meeting.
Motion by Billielou Lance, seconded by to
have the next meeting on May 18, 1993 at 5:30 p.m. Motion carried.
ISTEA APPLICATIONS

A public hearing will have to be held on these applications. The
public hearings will be held on June 10th.
There are three applications: A bike path, a Railroad Museum and
the Canyon Creek Battlefield pavilion.
Motion by Billielou Lance, seconded by Lonnie Kellogg, that
we hold a public hearing on the ISTEA applications on June 10th.
Motion carried.
Grant Committee
The City has made up this committee with Double-Tree, Inc. to help
to obtain grants. Barbara Campbell is the owner of Double-Tree,
Inc. and Cal thinks that she will do a good job for the City.
Motion by Donna Kilpatrick, seconded by Billielou Lance, to
allow a bill for $8.10 for copies Cal made. Motion carried.
Cal states that John Berg's name has come up for the vacant County
seat on the City-County Planning board.
The meeting was adjourned.
