Lonnie Kellogg, City Rep. cal Cumin, City Planner Valarie Faust, 2411 Atchison Steve Hollingshead, 419 Maple Larry Thomas, City Rep. Cheryll Lund, Secretary Home Occupation- Valarie Faist~ 2411 Atchison Valarie Faist has applied for a home occupation to allow her to have child care in her home. She has applied for a state license for 11 children. She has one child of her own. Ages of the children range from birth to 6 years. She operates from 7:00 a.m. to 6:00 p.m. Question was raised on the additional traffic this would cause. Valarie states that traffic shouldn't be a problem. Most. parents are only there briefly to drop off and pick up kids. Cal states that this falls under the category of Day Care Home. She has applied for her state license but has not received it yet. She has contacted her neighbors and they have no objections to her having a Day Care Home. Cal states that this application does conform to our requirements. Motion by Gerald Shay, seconded by Billielou Lance, to recommend approval of Valarie Faist's home occupation application for a Day Care Home. Motion carried. Mome Occupation- Steve Hollinqshead- 419 Maple Steve Mollingshead has applied for a home occupation for the selling & repairing of firearms, and the selling of various kinds of camping and prospecting equipment. Question on the stock display he stated he has in his home, on his application. He states that he only has what equipment he has bought for himself. Cal recommends that this be approved, subject to no displaying of items for sale and no customer traffic coming to the house. Motion by Billielou Lance, seconded by Don Gudgell to recommend approval of Steve Hollingshead's home occupation, subject to no displaying of retail goods and no customer traffic coming to the house. Motion carried. AIRPORT ZONING Cal modified the drafted Ordinance to change from Special Review to requiring a permit for residential uses outside the City of Laurel, but within the airport area of influence. Motion'by Lonnie Kellogg, seconded by Don Gudgell,to approve the drafted Ordinance andto set a public hearing for the March 10, 1994 meeting. Motion carried. SPECIAL REVIEW PROCESS Cal urged the Board and Council to look at the Zoning Ordinances and see if they are comfortable with what does and does not need a special review. This is located in 17.16.010 in the Laurel Code book. Cal stated that Joe Bradley does not want to serve on the Board and the new City Attorney was asked to serve. He agreed to come to the meetings as needed, but will not be a member. When a subjec~ comes up at a meeting that we feel we need legal advice on, he will be asked to attend that meeting. REAR-YARD SETBACK Cal checked with Darrell McGillen, Fire Chief for Laurel, to find out how he felt about the setback in a Residential Mobile Home zone being changed to 5 feet. He said there was no problem with it from the fire departments perspective. Motion by Gerald Shay, seconded by Billielou Lance, to recommend that the City Council adopt an ordinance to change the rear-yard setback to 5 feet in Residential Mobile Mome zone. Motion carried. Motion by Billielou Lance, seconded by Gerald Shay to approve the minutes of the January, 1994 meeting, subject to Lonnie Kellogg's name being put into the "Members Absent" section. Motion carried.
