Motion by Lonnie Kellogg, seconded by Chuck Dickerson, to
approve the minutes of the April meeting with the correction of
adding Chuck Dickerson to the "Members absent" list . Motion
carried.
Motion by Chuck Dickerson, seconded by Don Gudgell, to approve
the administrative services bill for May 1994 for $200 . 00 . Motion
carried.
Home Occupations
Doug Armitage of 705 Pine Lane was present asking for approval of
a home occupation to enable him to sell telephone on-hold message
machines through phone sales . There would be no traffic coming to
his home . All products are shipped either to his home or to the
customer' s home.
Cal has no problem with this request as it meets all the criteria
of a home occupation.
Motion by Lonnie Kellogg, seconded by Clarence Foos, to
recommend approval of Doug Armitage' s home occupation to enable him
to sell telephone on-hold message machines through phone sales .
Motion carried.
Greg and Linda VanBerg own the A Haus of Books located at. 602 2nd
Avenue . They would like to change the use of their home occupation

to allow them to sell small collectible items, instead of books .
They were told, by the City Council, that they needed to get
approval from the Planning Board to allow them to do so .
What the Board needs to decide is whether or not selling small
collectible items would be similar to selling books .
The collectibles that they sell are salt and pepper shakers from
the 1930' s to the 1950' s, and other small items . The biggest item
they have for sale is a treadle sewing machine .
Lonnie wondered where we are going to draw the line, down the road,
on this type of situation? Eventually they could be selling large
items out of this business .
Cal stated that if the VanBergs or future owners want to change the
use again they will have to come back to us and get approval for
that particular use .
Cal feels that this is a similar use.
Motion by Chuck Dickerson, seconded by Clarence Foos, that we
recommend to the City Council that this is a similar use and that
we allow it to continue. Motion carried.
Karen Stichter is requesting a home occupation to have a custom
kitchen design service out of her home at 218 3rd Avenue . She
helps people plan out their kitchens, such as an architect or
interior designer would do. There is no traffic or customers
coming to her home. The only thing she is selling is a service .
Cal states that this request meets all criteria and he recommends
approval .
Motion by Gerald Shay, seconded by Merrill Watkins, to
recommend approval of a home occupation for Karen Stichter at 218
3rd Avenue . Motion carried.
Annexation-Zone Chancre- Ron Laden- Nutting Brothers Subdivision
An annexation to the City and a zone change to Residential Mobile
Home has been requested on Lots 1-12, block 6 of Nutting Brothers
subdivision, by Ron Laden.
This one block is located just east of Sunhaven Trailer Park and
south of East Eighth. It is adjacent to the city limits and
adjacent to a residential mobile home zone .
What this block is comprised of is 12 lots and one alley (6 lots to
the east of the alley and 6 lots to the west of the alley) .
What Mr. Laden is proposing to do is bring in the west half of the

block as Phase I and the east half in as Phase II .
E. Seventh Street on the south of the block is not proposed for
construction at this time. A major irrigation ditch runs through
it .
E . Eighth Street on the north side of the block is already paved.
He is proposing that the street on the west side of the block
(Fir) will be completed with curb, gutter and sidewalk on his half
of the street .
He will then use the existing City water that is there. City sewer
is already in the alley. He proposes to tap into the sewer line in
6 different places for the 6 lots . He will build and gravel the
alley (Phase I) and install a 36" culvert across the irrigation
ditch located in the undeveloped E. Seventh Street . The reason for
the culvert is so the garbage trucks are able to go up the alley to
collect trash and not have to turn around.
In Phase II he will install water and sewer lines to all 6 lots on
the east side and pave, curb, gutter and sidewalk his half of the
street in a time frame that he and the City can agree on.
The request for the zone change is self-explanatory. It is
presently zone RE 20 , 000 . Any time land is annexed into the City
it is automatically zoned RE 7, 500 . He wants it changed to
Residential Mobile Home.
Ron Laden spoke . He thought that this hearing would be more of a
preliminary type of thing where he could get input on whether or
not anyone would object, and finding out what specific requirements
the City wants .
At this point the public hearing was opened.
Melody Goss from 1313 E. 8th Street was present to inquire about
the application.
She is across the street (south) of this block. She is on a
private line served by the City that is in need of repairs . She
and the other 3 people on the line are all pitching in to repair
the line . She is wondering if there is any way they can become a
part of the water line that Mr. Laden will be installing.
Cal stated that this is a good idea because it should keep the
costs lower for both Mr. Laden and the four other residents . He
advised her to get in touch with Mr. Laden.
As for the annexation having repercussion on her property it should
enhance her property values .

A waiver of protest for SID' s will be required to accompany this
request, for the protection of the City.
Question on whether or not these will be rental spaces, or sold?
Cal explained that Mr. Laden has expressed an interest in tabling
this application so that he can look at different options .
At this time Mr. Laden requested that his application for
annexation and zone change be tabled until the June 9th meeting.
Motion by Larry Thomas, seconded by Don Gudgell, that the
annexation and zone change application from Ron Laden be tabled
until the June 9, 1994 meeting. Motion carried.
Discussion regarding developers and improvements being put in in
various area of town. Cal states that it is a real problem
figuring how to get some of these developers to do what they
promise, as far as streets, curbs, gutters and sidewalk go.
Cal has been approached recently by developers looking for property
to build homes on, without having to put in improvements right
away. There are several spots in Laurel that can be built on, but
improvements need to be put in. In order to put in the
improvements it would take a developer with a lot of money to
invest . There aren' t a lot of those developers around right now.
Comment on what happened up in Murray Heights when we didn' t make
the developer put in the street improvements.
Cal stated that we need to look out for the City' s interests first
and foremost but also work with the developers if at all possible .
ISTEA PROGRAM
Cal stated that we were appointed as the review agency for the
ISTEA program which is a program of funding through the State
Highway Department for highway enhancement funds to be used for
various projects .
We had 2 applications, the Chief Joseph Battlefield and the
Railroad Museum. We submitted those to the State Department of
Transportation. They turned down the railroad museum but approved
the Battlefield. At the same time, the people behind Chief Joseph
went to the County and the County decided to fund them 1001- . So,
we got taken out of the picture and we still have $97, 000 to use
(which requires a 201 match) .
The City is now looking at using this money for sidewalk
improvements within the City, such as handicap access, sidewalks by
schools, etc . Mayor Rodgers has been looking into some
possibilities.

INFORMATION
Home Occupations are deemed to be site specific and owner specific.-
Thus, the use of a portion of a structure as a home occupation will
not permit a subsequent owner an automatic home occupation
designation.
PROCEDURE
1 . Complete home occupation request form and submit it to the
City seven (7) working days prior to a regular scheduled
meeting of the Planning Board.
2 . The Planning Board will consider the request at their
regularly scheduled meeting. Attendance at this meeting
is required by the applicant or his/her representative .
3 . The Planning Board will make a recommendation to the City
Council that the specific request for a home occupation,
designation be granted or denied.
4 . The City Council will consider the .Planning Board' s recom-
mendation concerning the specific home occupation desig-
nation and approve or deny it at their next regularly -sch-
eduled meeting. Attendance by the applicant or his/her re-
presentative is required at this meeting.
SKETCH
