CITY-COUNTY PLANNING BOARD
DECEMBER 8, 1994 7:00 P.M.
COUNCIL CHAMBERS
The meeting of the City-County Planning Board was brought to
order at 7:00 p.m. with the following members present:
John H. Smith, Chairman
Lonnie Kellogg, City Rep.
Chuck Dickerson, City Rep.
Donald Gudgell, County Rep.
Billielou Lance, County Rep.
Jim Ziegler, County Rep.
Donna Kilpatrick, City Rep.

Motion by Donna Kilpatrick, seconded by Don Gudgell, to
approve the minutes of the November 10, 1994 meeting. Motion
carried.
Motion by Lonnie Kellogg, seconded by Donna Kilpatrick, to
approve the administrative services bill for $200 for December.
Motion carried.
Home Occupation- Denise Klotthor, 402 W. First St.
Denise Klotthor was present requesting a home occupation for a
proposed business of babysitting, yard work and house work (general
service).
Denise is doing a school project regarding the steps a person has
to take to run a business, such as general service, out of their
home. (The fee was'waived by the City Treasurer for this home
occupation)
Cal questioned Denise on whether or not there would be another
employee in the business. Denise stated that on occasion there
would be when she gets more than one job request. The employee
would be her younger brother.
Cal also questioned any advertisement Denise planned. Denise
stated she planned to put up poster's in businesses around Laurel.
Motion by Billielou Lance, seconded by Do~a Kilpatrick, to
recommend approval of Denise Klotthor's home occupation at 402 W.
First Street, to the City Council for general service. Motion
carried.
Traffic Counts- Airport Road
Cal received a report from the County Planning Office regarding
traffic counts on Airport Road.
East of Seitz Ronan Road there were 1,350 vehicles counted. West
of the airport access road the count was 1200+, and entering the
airport there were 88 cars counted.
Cal read a letter that will be sent to Mr. Logan thanking him for
attending the meeting and giving him the traffic counts on Airport
Road. It was also suggested that he write back and advise us of
where maintenance on Airport Road stands as of the information we
sent to him.
Ziggy Ziegler stated that at a recent meeting he attended Airport
Road was brought up as a concern and Mr. Logan stated he hadn't
gotten to study up on it yet.
Billielou Lance reported that River Road was repaired (or re-
repaired) soon after Mr. Logan attended our meeting.
Annexation Request
Cal stated that there is a nasty rumor going around Laurel that the
annexation of the land for the water park, will bring in 5 new
taverns. He has heard concerns from tavern owners and from the
ministerial association.
It was stated that the State controls the taverns and bars within
the City.
Chuck Dickerson stated that Mr. Bernhart has written a letter
regarding the ditches in the proposed annexation site.
Cal states that Mr. Bernhart's concern will be addressed when the
subdivision plat is- prepared. The owners plan to do the
subdivision plat and zone change at the same time.
Cal stated that the owners are also paying to have a traffic study
done on the area to help them determine traffic flow.
Airport Runway Proposals
John explained the 3 proposals on the table right now concerning
where to put the airport runway. They are in the middle of
studying how much land is needed to expand the airport while
staying within the limits of the required criteria.
John also stated that he would like to see the City consider giving
the airport water service while they are deciding whether to repair
the old reservoir, or get a new one. John stated that the fire
inspector stated that they need water at the airport for fire
protection, which would only stand to reason.
Transients
Motion by Chuck Dickerson, to request that the Planning Board
write a letter to the Highway Patrol and County Sheriff's office
requesting that they do more patrolling along the highway where the
transients are hanging around. The area is in the county, not
city, limits. No second was made because it was stated that they
have already been invited to the meeting on Tuesday, December 13,
1994 at 7:00 p.m., in. the old council chambers, of a steering
committee picked to deal with the transient issue.
Motion by Don Gudgell, seconded by Chuck Dickerson, to adjourn
the meeting. The meeting was adjourned at 7:40.
