Present: Mayor Ken Olson, Bill Mountsier, Bruce McGee, Tom Nelson
Also in attendance: Curtis Lord, Iry Wilke
Chairman Tom Nelson opened the meeting at 5:40 pm.
Tom opened the floor to public comment. Iry Wilke stated that he thought the group needed more
information from the NRA before moving forward. Curtis Lord stated the Rod and Gun Club discussed
concerns of costs versus the sunset of the lease. The Rod and Gun Club agreed they did not want to
spend $40,000 on fencing with an expiring lease; however, the club would be interested in leasing the
building for meetings and possibly a turkey shoot and member party. Iry added that the cost of
improvements might be warranted if there was no sunset attached to the lease.
The minutes from the November 5 meeting were reviewed. Bill Mountsier motioned to pass the minutes
as presented and Bruce McGee seconded. The motion carried.
Tom stated council would like to see some sort of action to come out of the group. He also mentioned
that by resolution shooting was allowed to continue until the end of December. Curtis questioned
whether shooting would be allowed for specific events. Tom and Bruce McGee agreed that in order to
determine an answer, specifics would have to be presented to the City Council. Iry stated that at their
membership party in 2012 they were able to shoot by permission of the Council. The Mayor stated the
Rod and Gun Club would need to make presentations to the Council for specific meetings. Additionally,
the Mayor stated that if shooting were allowed to continue accountability and safety would still need to
be considered in moving forward with an agreement. The Mayor stated criteria in the draft lease with
the Rod and Gun Club would include, major and minor repairs, utilities, etc. The Mayor believes it's in
the City's best interest to keep the building occupied adding the draft lease is the vehicle to determine
how best to move forward.
The group reviewed the draft lease template. Iry asked for clarification regarding the club subletting the
building. Bruce stated the City is not interested in preventing the Rod & Gun to rent out the building for
special events, like a wedding, meetings, etc., but the language is included as a safety precaution for the
City.
The Mayor updated the group regarding the restoration company. He stated costs will come forward in
the coming weeks. His observations were that the bottom logs were showing the need for replacement.
He also stated that the power is down there, but he is unaware if the water has been turned on. The
Mayor said he would report back at the next meeting regarding the costs estimates.
Iry stated he would like to take the information discussed back to the club so that they could bring the
lease taskforce a proposal and also hoped for the taskforce could have something in return. Iry asked
about the liability of $1,000,000 insurance policy. The mayor clarified that was standard for all events
and /or facilities. The Mayor encouraged Iry to contact insurance companies for specific information.
Tom asked if there was any additional discussion. The next meeting will be on January 14, 2013 at 5:30.
Bill asked if there was a way for the Rod and Gun club members to give Iry and Curtis the authority to
negotiate on their behalf as a way of expediting the process. Iry said he would have that discussion with
the group.
Tom acknowledged the fence improvement was a large issue. Iry again reiterated that the Rod and Gun
club was not interested in moving forward with the high cost involved in fencing. Curtis asked about the
cost of the lease. The Mayor referred to his earlier comments about his belief that it was a benefit to
have the building occupied. Bruce stated the City Council is probably thinking more than $1, but nothing
that would break the deal. Iry stated it is the goal of the Rod and Gun Club to provide something that
the community could use and benefit from.
Bill motioned for adjournment and Bruce seconded. The meeting was adjourned at 6:32.
