Smith, Chairman Lonnie Kellogg, City Rep. Chuck Dickerson, City Rep. Clarence Foos, County Rep. Bob Dantic, City Rep. Billielou Lance, County Rep. Donna Kilp~trick, City Rep. Gerald Shay, Member at Large OTHERS PRESENT: Cal Cumin, City Planner Cheryll Lund, City Secretary Ruby Hansen Linda McNabb Motion by Donna Kilpatrick, seconded by Billielou Lance, to approve the minutes of the August 10, 1995 meeting. Motion carried 7--0. Motion by Billielou Lance, seconded by Donna Kilpatrick, to approve the administrative services bill for $200 and Cal Cumin's bill for $3375 (3 months service). Motion carried. Cal brought his proposed zoning changes/additions that he would like the board to read and then review them in more detail at the October meeting. Cal stated that he would like to see 2 new zones added to the Laurel zoning. The zoning goes from Residential Estate 20,000 right to Agricultural with nothing in between. He suggested we add Suburban Residential and Residential Tracts. Suburban Residential would be a zone limited to single family residential tracts on a minimum of five (5) acres and on which agricultural uses may be conducted with the exception that animal units shall not exceed five (5) per five acres. Residential Tracts would be a residential zone designed for single family residential homes on a minimum of one (1) acre with no livestock without a special review request. Chuck Dickerson stated that he would like to make the Residential Tract zone for single family residences with no animals. He feels that the Planning Board has more important decisions to make other than reviewing animal placements. Lonnie Kellogg asked what would happen if we allowed certain animals in the Residential Tracts and then that property was annexed into the City? Cal stated that both Chuck and Lonnie's points were good ones and that the rest of the board needs to read his proposed changes and give their input. Chuck Dickerson also pointed out that the proposed changes will only affect situations that takes place after they are adopted. Clapper Flats- Road Desiqn Cal has been asked by the County Surveyor's office to give input on what the City of Laurel feels the road standards should be on the roads going into Clapper Flats. Clapper Flats is Certificate of Survey 2307. It has been divided into 129 twenty acre tracts. As of this time the covenants state that no one can subdivide these 20 acre plats any smaller than they are. But, covenants can be changed. He has asked the developer to put more consideration into the roads that will be needed in the future should the covenants change and owners start subdividing their property. He wants to make sure that in the future years there are adequate roads going into this area. He would like to have the road agreement say that should the owners begin to subdivide that at a certain point more roads will be provided, at the developer's (or owner's) expense, not the city or governments expense. Ruby Hansen Ruby was present at the Planning Board meeting wondering if the members had received a copy of a letter that was send to Cal from the Department of Housing and Urban Development? Cal stated that he did not give copies of the letter to the Planning Board members because the letter was addressed to Cal. (Note: The letter did go to the City Attorney and Mayor Rodgers also. The city people that are in on the consideration of the events happening at 1819 W. Maryland all received a copy. The Planning Board will not be a part of any decision.) Mrs. Hansen also asked what the setbacks would be for a garage that belonged to David Carte. Cal stated that the setback is 20 feet from the property line, not the road. Mrs. Hansen indicated that Mr. Carte recently had a survey done and his garage is closer than the 20 feet. Mrs. Hansen also stated that her own fence is also within the roadway and not on her property. The meeting was adjourned at 7:42 p.m. Respectfully submitted, C~er~l L'un~d,~Secretary
