Received a letter from MetraPark regarding a national bowling tournament in the
year 2002. Attached to the letter is a copy of the Mayor's response.
Received the activity report for the month of December from the Yellowstone
County Air Pollution Control Board.
CITY CLERKJS AND CITY TREASURER'S FINANCIAL STATEMENTS:
The City ClerkIs and City Treasurer's financial statements for the month of
December were presented.
Motion by Alderwoman Kilpatrick that the City Clerk's and City Treasurer's
financial statements for the month of December, 1995, be approved, seconded by
Alderman Easton. Motion carried 7--0.
YELLOWSTONE BANK - PARKING SPACES:
RESOLUTION NO. R96-1
APPROVING RENEWAL OF AGREEMENT TO TRADE USE
OF CERTAIN PARKING SPACES WITH YELLOWSTONE
BANK OF LAUREL
Don Hackmann stated that the agreements in the past were on an annual basis.
This new agreement is perpetual and will begin on January 24, 1996 and continue
until such time as either party terminates this agreement by giving a sixty (60)
day written notice to the other party.
Motion by Alderman Dickerson that Resolution No. R96-1 be passed and
adopted, seconded by Alderman Marshall. Motion carried 7--0.
MAYOR'S COMMITTEE APPOINTMENTS:
Motion by Alderman Marshall to approve the Mayor's committee appointments
for 1996-1997, seconded by Alderwoman Kilpatrick. Motion carried 7--0.
COMMITTEE REPORTS:
--Budget/Finance Committee minutes of January 2, 1996 were presented and
reviewed.
Motion by Alderwoman Kilpatrick to enter the Budget/Finance Committee
minutes of January 2, 1996, into the record, seconded by Alderman Minch. Motion
carried 7--0.
--City Council Committee of the Whole minutes of January 2, 1996 were presented.
Motion by Alderman Dickerson to enter the City Council Committee of the
Whole minutes of January 2, 1996, into the record, seconded by Alderman Minch.
Motion carried 7--0.
--City-County Planning Board minutes of January 11, 1996 were presented and
reviewed.

an overview. She stated this will only entail a telephone line in their home and
the bookkeeping. They will not have any inventory in the home or other employees
hired. There will be no customers coming to the home, so there will be no
additional traffic. Shelly said their goal is to have the business located
outside of their home within a year, so they can expand.

Subdivision Changes
Alderman Dickerson stated that the City-County Planning Board held a public
hearing regarding subdivision changes. There was no one in attendance at the
hearing except for board members, the secretary and the city planner.
Cal Cumin stated that there is a state law that a public hearing be held before
the state mandated regulations go into affect by a local government. The public
hearing was held on January 11, 1996. These are changes required by the
Legislature. Cal reviewed the proposed subdivision changes with the council. The
changes are listed by city code numbers.
Motion by Alderman Dickerson to direct Cal Cumin, City Planner, to
an ordinance for the subdivision changes to the Laurel municipal code,
by Alderwoman Kilpatrick. Motion carried 7--0.

Motion by Alderwoman KilDatrick to enter the Park Committee minutes of
January 11, 1996, into the record, seconded by Alderman Easton. Motion carried
7--0.
--Public Utilities Committee minutes of January 8, 1996 were presented and
reviewed.
Kristine Kerr - Sewer Backup
Kristine Kerr was present at the Public Utilities Committee meeting and asked if
the city would install a check valve in her sewer service because she is unable
to afford the cost.
Alderman Dickerson stated that he feels Kristine Kerr had a better understanding
after Jim Flisrand explained a PVC check body and the installation of it. She
was given several solutions and suggestions.
B Bar S Partnership - Reservoir
Jim Flisrand stated that city members did go and view the property for a
proposed site for a reservoir as Bob Graham had asked. Bob was unable to be
there at the time and is out of town this week. A meeting will be set up with
Bob and they will get back with the council in a couple of weeks.
Public Utilities - Meeting
A special Public Utilities Committee meeting will be held January 17,
5:30 to discuss the south bridge/water line replacement project.

Alderman Dickerson announced a Public Utilities Committee meeting will be held
on February 12, 1996 at 5:30 p.m.

COMMENTS FROM THE AUDIENCE:
Alderman Kroll requested permission to leave the city from January 24th to
January 31st.
Motion by Alderman Dickerson to grant permission for Alderman Kroll to
leave the city, seconded by Alderman Johnson. Motion carried 7--0.
Ward Boundaries
Discussion regarding the changing of ward boundaries in the City of Laurel.
Motion by Alderman Marshall that the city clerk and city engineer prepare
an ordinance for the changing of ward boundaries in the City of Laurel as per
the information from the Yellowstone County GIS management committee, seconded
by Alderman Dickerson. Motion carried 7--0.
Greyhound Bus Depot - Review
Discussion was held regarding the review of the Greyhound Bus Depot. It was felt
that an annual review is not necessary and was suggested that it be tabled until
it is requested to be brought up for review by the council. Police Chief Mike
Atkinson stated the police department has not had any complaints regarding the
bus depot.

Street and Alley Committee & Public Utilities Committee meeting
Jim Flisrand requested a joint meeting of the Street and Alley Committee
Public Utilities Committee on January 29, 1996 at 5:30 to review the bids
the purchase of dump trucks.

Laurel Local Government Review
Alderman Johnson announced the Laurel Local Government Review is meeting after
the council meeting tonight in the old council chambers. They are working on the
city charter and anyone is welcome to attend.
There being no further business to come before the Council at this time, the
meeting was adjourned at 7:37 p.m.
