COUNCIL CHAMBERS MEMBERS PRESENT: OTHERS PRESENT: Chairman- Chuck Rodgers Ron Marshall Chuck Dickerson Albert Ehrlick Gay Easton John Minch Donna Kilpatrick Bob Graham V. Joe Leckie Jim Flisrand Dave Michael D.L. McGillen Mike Zuhoski Don Hackmann Ron Marshall mentioned that in the event Bud Johnson is elected to the City Council he will have to resign from the Local Government Review Commission. According to state law the City Council will have to appoint a replacement for him within 30 days of the certification of election. Ron suggested that the Council be thinking of who they may want as a replacement for Bud. Ron asked Don to get the results of the commission election which was held in November of 1994. Discussion regarding weeds in the Entertainment subdivision. Since the council has allowed the owner to use the land for agriculture purposes, even though it is in the city limits, there isn't much that can be done regarding the weeds. John Minch said that he has been approached by a few people, now that we have started on South 5th Street, regarding stop signs in that area. John heard today that someone is calling people around town and identifying themselves as a person from the Billings Police Department and saying that they have something that belongs to them and would they come to Billings and get it. Then when the people leave they try to get into their house. Chuck Rodgers said that Jim is aware of the stop sign situation on South 5th Street. Chuck said that we need to wait and see what develops over there then do a study as to where they should be placed. Jim presented the DPW Update of 11-7-95. Jim would like to see the public hearing regarding the building code jurisdictional area be held on January 17, 1996. Jim mentioned that Red Murray has some property on the south side and the north side of the walk bridge in Murray Heights. He would like to sell that to the City. On the north side the land could be used as part of public right-of-way to increase the width of that street or move that ditch. It would be advantageous for the City to purchase this property at a very nominal fee. Discussion regarding the use and maintenance of the property. The walk bridge is still the responsibility of the county. The state will be here tonight for discussion of the underpass and the concerns of the intersection at Main Street and First Avenue. Don mentioned that City Hall will be closed Friday, November 10th in observance of Veteran's day. Mike Zuhoski said that the "Notices to Appear" that the city ordered can still be used by purchasing a rubber stamp to correct the verbage on it due to ta change in state law. There is a recommendation to hire Susan Canape as relief dispatcher. Discussion regarding the property owners south of South 5th Street wanting to see Woodland Avenue developed. Jim recommends that this be reviewed by the Street and Alley Committee. Chuck Dickerson said that on First Avenue we replaced the 300 gallon garbage container with 90 gallon containers. He asked if the four property owners could be notified to keep the container up by their house instead of out by the street until the day the garbage is picked up. The wind blows them over when they are empty. Chuck asked Jim to check into this and a letter be sent to the property owners if necessary. Continuing our street maintenance programs including pothole patching, sweeping, and sanding. 2. Sign replacement as needed. 3. Continuing with City wide sweeping program as weather permits. 4. widening South 5th Street- base course completed, surfacing completed this week. PARKS & CEMETERY 1. Equipment, building and ground maintenance continuing throughout the parks, cemetery maintenance, as needed. WATER & SEWER 1. Meter replacement and testing program. 2. Plants continuing with normal treatment and maintenance activities. 3. Water Tmprovements Project continuing with final design. 4. Water breaks continue on W. Main, will need to consider line replacement. SOLID WASTE 1. Proceeding with collection and container site operation as required. 2. Contractor has started construction of container site. ADMINISTRATION 1. Building activity is typical of this time of year. 2. Continuing to work with the State Building Department to increase the City's inspection area. Public hearing is planned for January. 3. Working with all department on year end activities. 4. Working with State Highway Dept. and Cenex on final design for underpass drain. Liability agreement with the City and State will be prepared and signed prior to construction. r1 L
