Peggy Hendrix, 116 5th Ave. Thompsons, 616 6th Avenue Motion by Donna Kilpatrick, seconded by Merrill Watkins, to approve the minutes of the last meeting. Motion carried. to Motion by Donald Gudgell, seconded by Ziggy Zie~ler, approve the $200 administrative services. Motion carried. Land Use Variance- Stevenson- 525 W. 5th- Practice Dance Studio A land use variance has been requested by Kate Stevenson for the land at 525 W. 5th Street to allow a practice dance studio in the back house located at that address. The studio will be used 14 hours per week during the school year (9 months) only. There will be a possible traffic increase and noise but she doesn't feel it would be very noticeably except during the times parents drop off and pick up their children. The property consists of 4 lots, which makes it larger than the average property sizes in the subdivision. The landscaping of the property makes it such to where the building is not noticeable unless you are looking for it. Where the dance studio holds its practices now is located on West Main Street next to a busy bar and also the bus depot. The location is not ideal for dropping and picking up the dance participants and the parents present at the meeting expressed much concern for the safety of their children. The proposed practice studio at 525 W. 5th is a residential area and much more conducive to picking up and dropping off dance students. Keith Thompson stated that the bus depot is usually not operating by the time the dancers arrive. Cal recommended approval for this land use variance due to the first paragraph of the ordinance which states "it's in the public interest, "; and it has good and safe traffic access; no protests were received and the support it is receiving from the parents of the dancers. Motion by Donna Kilpatrick, seconded by Gerald Shay, to recommend approval of the land use variance for 525 W. 5th Street, subject to the above recommendations. Variance will be site specific and only good during the school year. Motion carried. Discussion on the letters sent to Clark's Camp, the letter sent to Kevin Burson, and Len Ventling's proposed subdivision going in out beyond the Golf Course. Presently, the dance studio shares a building with another business. There is limited parking to pick up our children. When parents have to park across the street, it is unsafe for children crossing,. The main street is busy and vision is limited where the road curves. Y do not believe a dance studio would interfere with a residential area. There are hair salons, churches, and other businesses in the residential areas of Laurel. In regards to moving to a new location, we are strongly for it. Right now the location, being shared by the bus depot, we feel is not adequate. At times, when the bus is just getting to the depot it is rather frightening watching these young children have to "wade" through the people waiting to catch the bus. Also, the parking is poor. On a busy street like this, and having to cross the street at times is not safe for the kids. We strongly hope you agree with us on this issue as to having the dance studio re-locate to a more safe and sound location. Thank you for your attention to this matter.
