MEMORANDUM
To: All Cities and Towns
From: The Executive Committee
Re: Montana Local Government Energy Committee
For more than 10 years, the Montana Local Government Energy Com
mittee has been providing vital conservation services to cities,
towns and counties across the state. These services include
energy audits, technical assistance, low interest loans and
rebate programs that have cut the cost of conservation.projects.
Financial support for these programs has come from the Bonneville
Power Administration, oil overcharge funds appropriated by the
Legislature and the Montana Power Company. Deregulation and
fierce competition in the electric utility business have forced,
cut backs in the financial support for this program, and as it,
stands now, funding will not.be available to sustain these impor-
tant energy services through the coming fiscal, year.
The loss of financial support is a sudden and unexpected develop-
ment, and the committee is currently working to identify other
methods of funding its programs. The next six months will be
critical to the survival of the energy committee, and we are
asking cities and towns that have benefited from these services
or may use them in the future to make a one time contribution, to
sustain this program until the finances can be stabilized. We
are asking for contributions of $300 to $500 or any amount that
can be accommodated within your budget.
If the committee can work through.its current financial problems,
there is a good possibility that other sources of funding can be
developed, and that valuable energy services will continue to be
provided to local governments across Montana. We are asking
cities and counties to make a small investment in a vital program
that we hope will-continue to pay big dividends.
We w uld a prec' to you thoughtful consideration of this request.
