ATTENDING: Gay Easton, Bud Johnson, Dirk Kroil, Donna Kilpatrick, chairman OTHERS: Vicki Metzger, city treasurer; Joe Bradley, Steve Cosner, Ken Olson, Steve Barlow, Laurel Outlook. This committee meeting is strictly informational; no action will be taken at this time. Our concern tonight, with the amount of time the treasurer is spending in the office, is the job of treasurer getting done? Since January ,1996 to Aug. 9 of this year, the treasurer has worked 59 days and was gone 97 days out of a total of 156 possible days. We are not concerned at this time with the office of treasurer per say. That is the job to the study commission and will be decided by a vote of the people. We are concerned with the fact: does the budget accurately reflect what the city is spending for what it is getting in terms of work being done. If the clerk's office is doing part of the treasurer's work, do we have too many people in that office? If we are short-changing the clerk's office to do the treasurer's job, than that is not fair to that budget. How much do we want to pay for the treasurer's job? part time or full time? These are questions we must answer for the next budget; but the time to study it is now. Discussion was held on the above agenda. Dirk Krnll and Bud Johnson will study what the duties of the treasurer and other office personnel are and will report back to the committee.' Vicki said it is difficult for her to concentrate on the duties of her office when the engineer's office is noisy and so many things happening. She works weekends and nights to complete her work. Gay expressed a concern about the treasurer being in the office by herself during the off-office hours. The need for the treasurer to be in the office during the day and accessible to the public was also stated as a concern. Continued study will be made concerning the problems and a recommendation will be made to the council at a later date. Respectfully submitted, Donna G. Kilpatrick, chairman
