April 11, 1996
A special meeting of the City Council of the City of Laurel, Montana, was
held in the old Council Chambers and called to order by Mayor Chuck Rodgers at
7:36 p.m. on April 11, 1996 for the specific purpose to discuss the proposed
anti-drug and alcohol policy.

On January 1, 1996, the city was required by federal mandate to participate in a
drug and alcohol testing program. The city hired AdMed, Ltd. from Bismarck,
North Dakota to do the random selection and testing.
Jim introduced to the council an anti-drug and alcohol policy. The purpose of
the policy is a testing plan and procedures for CDL drivers, driver's license
required by the State for the operation of a commercial motor vehicle. The
policy includes federal regulations as presented by AdMed, Ltd. The city does
have options on the resulting consequences for prohibited conduct as described
in section VIII, IX, and X.
Regulations that the federal law requires were reviewed by Jim. There will be a
training and education program for all employees that will address the effects
and consequences of use or behavioral causes that may indicate use of controlled
substance or alcohol. Supervisors responsible for reasonable cause testing will
receive training.
A policy statement includes that the City of Laurel understands that safety
problems are created when employees use alcohol and controlled substances. The
city must comply with the Department of Transportation regulations which require
actions to eliminate the impact of the misuse of alcohol and drugs in the work
place. The city's goal is to establish and maintain a work environment that is
free from the effects of the abuse of alcohol and misuse of controlled
substances.
Motion by Alderman Marshall to remove from the table a policy to adopt an
anti-drug'and alcohol testing testing plan and procedures for CDL Drivers,
seconded by Alderwoman Kilpatrick. Motion carried 6--0.
Motion by Alderman Marshall to change Section VIII to reflect the same
language as the union contract.
A recess was taken at 8:22 p.m. and resumed at 8:28 p.m.
Discussion regarding section VIII.
Motion withdrawn by Alderman Marshall.
Jim will re-write section VIII, IX, and X and will present it to the next
council meeting.
No action was taken on the resolution to adopt the policy. This will be on the
council agenda of April 16, 1996.
