CITY COUNCIL WORKSHOP
TUESDAY,
A Council Work -shop was held in Council Chambers and called to order by Mayor Dave Waggoner
at 6:30 p.m. on January 7, 2025.

General Items
Police Chief 25 Years of Service Star Pinning.
Police Captain Anglin presented Chief Langve with his 5"' star, representing 25 years of service.
2. Arbor Day 2025 Proclamation
The Arbor Day proclamation will be made next week.
3. Appointment of Tom Canape to the City/County Planning Board for the remainder of a
two-year term ending June 30, 2025.
There was no discussion on this item.
Executive Review
4. Resolution - Resolution Of The City Council Authorizing The Mayor To Sign A
Memorandum Of Understanding For Operation And Cost Sharing For Public
Transportation Services With The Adult Resource Alliance Of Yellowstone County.
This MOU is done annually. Without The Adult Resource Alliance of Yellowstone County, there
would not be a transit program.
Council noted that the primary bus is still listed as the old bus. They asked that it be updated for
the new bus.
5. Resolution - A Resolution Of The City Council Approving A Transportation
Coordination Plan For The City Of Laurel Transit.
This resolution is the coordination plan. It states the hours of operation, cost, etc. In general, the
plan on how the City will run the transit system through town.
6. Resolution - A Resolution Of The City Council Approving A Preventative Maintenance
Plan For the City Of Laurel Vans And Small Busses In Passenger Service.
The preventative maintenance plan is required and is turned in quarterly to the state.
Council noted that the tire rotation is listed as every 1 Ok to 12k. Council noted that tire rotation
should be done more frequently than that.
7. Resolution - Resolution Of Intent Of Zone Change And Zoning Map Amendment And
To Set Public Hearing.
This resolution is to set the public hearing to consider a zone change from R6000 to RLMF for
the property known as the Old Middle School. Council was reminded that this is a land use
decision. The Planning Director briefly reviewed the timeline between the application and the
item coming before the Council.
The Planning Director stated he asked Contracted Planner Forrest Sanderson to do the Lowe Test
on this property as he is a taxpayer in the district and wanted to reduce any perceived bias. The
Lowe Test is attached to these minutes.
8. Resolution - A Resolution Of The City Council Approving A Contract With Triple Tree
Engineering To Act As A TIF Consultant.
This resolution is for the master services agreement. LURA did read through this contract and
has made its recommendation to the Council.
9. Resolution - A Resolution Of The City Council Authorizing The Mayor To Execute
The Task Order And All Related Documents For The On -Call Engineering By And
Between The City Of Laurel And Triple Tree Engineering, Inc.
This resolution is for on -call engineering services. The max cap for each on -call task is $5,000.
It was questioned if this is a $5,000 cap total or if it is for each task requested. This is a $5,000
cap per issue. Both the LURA Coordinator and the Planning Director are watching the budget
closely. It will remain under the budget authority.
10. Resolution - A Resolution Of The City Council Authorizing The Mayor To Execute
The Task Order And All Related Documents For The Lura Surveys And Project #1
Design, Permitting, Bidding, And Construction Administration By And Between The
City Of Laurel And Triple Tree Engineering, Inc.
This task order is for the construction of street trees, lights, and sidewalks. Lights will be
included if a lighting district can be put in place by this summer.
11. Resolution - A Resolution Of The City Council Authorizing The Mayor To Execute
The Task Order And All Related Documents For The Lura Project #2 Conceptual
Design, Probable Cost, CHS Coordination, And Funding Plan By And Between The
City Of Laurel And Triple Tree Engineering, Inc.
This task order is for the next project in the pipeline it includes all the preliminary work. This is
the study phase of the project. This project is budgeted for FY 26.
12. Resolution - A Resolution Of The City Council Authorizing The Mayor To Execute
The Task Order And All Related Documents For The Lura On Call Grant
Writing/Administration Services, And Funding Plan By And Between The City Of
Laurel And Triple Tree Engineering, Inc.
This task order is for grant writing. The City is a bit late for grants this year; however looking to
apply next year. Would like to be able to do the project on E. Railroad and Bernhardt through
grants and supplement with TIF District funds.
Council and Staff thanked the LURA Coordinator and LURA members for their work on getting
these projects moving forward.
Council Issues
There were none.
Other Items
The State Legislature is now in session. Many bills can affect the City of Laurel. The Interim
CAO has been watching various bills and will testify if needed.
Attendance at Upcoming Council Meeting
All Council Members present will be in attendance at next, week's meeting.
13. Employee Recognition January to June.
Mayor Wagoner asked the Clerk/Treasurer to reach each employee or volunteer's name and
years of service. See the attached years of service.
