HomeMy WebLinkAboutCity Council Minutes 05.07.1996Minutes of the City Council of Laurel May 7, 1996 A regular meeting of the City Council held in the Council Chambers and called to p.m., on May 7, 19960 of the City of Laurel, Montana, was order by Mayor Chuck Rodgers at 7:00 COUNCIL MEMBERS PRESENT: Gay Easton Bud Johnson John Minch Miles Walton Ron Marshall Dirk Kroll Donna Kilpatrick Chuck Dickerson COUNCIL MEMBERS ABSENT: None INVOCATION: Invocation was given by Alderman Johnson, MINUTES: Motion by Alderman Dickerson to approve the minutes of the regular of April 16, 1996, as presented, seconded by Alderman Marshall. Motion meeting carried CORRESPONDENCE: Received a memo from the Law Enforcement Services Division regarding public fireworks and pyrotechnic special effects displays. Received a memo from the Department of Environmental Quality regarding a meeting change. Received a copy of a letter written to the Laurel Baptist Church, a special review. Received a memo from the Montana League 1996-97 dues. Received a memo from the Montana League District meeting to be held, Tuesday, May City Hall. Received a quarterly newsletter from the Montana Municipal Inc. regarding of Cities and Towns regarding the of Cities and Towns regarding the 21~ 1996, 9:30 a.m., at the Billings Insurance Authority. CLAIMS: Claims for the month of April were reviewed by the Budget/Finance Committee recommended that they be paid. Motion by Alderwoman KilDatrick to $522,386.54 for the month of April, approve the claims in and the amount of Motion carried seconded by Alderman Easton. SPECIAL REVIEW - LAUREL BAPTIST CHURCH: Cal Cumin stated that the Planning Board held a special review for the Laurel Baptist Church to build on Lot 7, Block 2, of Little Dude Ranchettes Subdivision. It was the Planning Board's recommendation to request approval from the City Council, subject to eliminating the proposed access onto Seitz Ronan Outfitter Trail frontage, which is a road within the and west, and provide a landscape plan before final Road by putting it along subdivision running east approval. ENTERTAINMENT PARK SUBDIVISION: RESOLUTION NO, R96-11 A RESOLUTION APPROVING THE FINAL PLAT OF ENTERTAINMENT PARK SUBDIVISION Cal Cumin recommended approval of the final plat for the Entertainment Park Subdivision. This resolution supersedes R95-15 for a final plat that had been approved by the council June 20, 1995. Brad Anderson, owner of the Entertainment Park, gave an update on the subdivision. He stated he has a buy-sell offer on a portion of the property. He mentioned that he bought the property as a corporation, however, the plat was completed as an individual. Motion carried 8--0, AGREEMENT WITH YELLOWSTONE TREATMENT CENTER: RESOLUTION NO. R96-12 A RESOLUTION APPROVING AGREEMENTS BETWEEN THE CITY OF LAUREL AND YELLOWSTONE TREATMENT CENTER, SAID AGREEMENTS RELATING TO FIRE PROTECTION Motion by Alderman Dickerson that Resolution No. R96-12 be passed and adopted, seconded by Alderwoman Kilpatrick. R96-13 A RESOLUTION APPROVING AGREEMENTS BETWEEN THE CITY OF LAUREL AND LAUREL AIRPORT AUTHORITY, SAID AGREEMENTS RELATING TO FIRE PROTECTION Motion by Alderman Marshall that Resolution No. R96-13 be passed and adopted, seconded by Alderman Dickerson. Motion carried 8--0. COMMITTEE REPORTS: --Budget/Finance Committee minutes of April 16, 1996 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Budget/Finance minutes of April 16, 1996, into the record, seconded by Alderman Motion carried 8--0. Committee Marshall. --BudRet/Finance Committee minutes of April 29, 1996 were presented and reviewed. Motion by Alderwoman minutes of April 29, 1996, carried 8--0. Motion carried 8--0. --Park Committee minutes of April 25, 1996 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Park Committee minutes of April 26, 19961 into the record, seconded by Alderman Walton. Motion carried --Police Committee minutes of April 15, 1996 were presented and reviewed. COMMENTS FROM THE AUDIENCE: Mike Atkinson stated that training for the dispatchers and officers on the new computer software will begin next week. He invited the council to visit the police station and see the new computer stations in a couple of weeks. MAYORS COMMENTS: Mayor Rodgers proclaimed May 24, 1996 as Poppy Day in Laurel. There being no further business to come before the council at this time, the meeting was adjourned at 7:24 p.m. Approved by the Mayor and passed Montana, this 21st day of May, 1996. Donald L.
