PUBLIC WORKS COMMITTEE
NOVEMBER 5TH, 2012 5:30 P.M.

Water Intake:
Kurt explained that the river is in critical condition. He said that the intake has a scour hole
underneath it. In 2011, gravel from the river piled up under the bridge eight to ten feet. He stated
that the rock diversion that Donnes Inc. built to back the water up only lasted about 3 weeks. The
intake is now submerged eight inches. Kurt explained that January, February and March are the
low flow months and that slush ice will be hitting the intake. He said that we do not have boilers
in place to melt the ice off the screens. Another alternative is bringing water back to the old
intake. Kurt stated that it is ready to go but there is no way to get the ice off the screens without
removing it ourselves. Kurt explained that a new intake would cost about $1,000,000 if the old
pipes were used. Kurt met with the Army Corps of Engineers on October 31 They suggested
that the city add gravel to the river to raise the water, but Kurt said that would not work because
we would be constantly adding gravel due to the flow of the river. Kurt stated that Great West is
working on a permit to give to the Army Corps so the gravel can be removed from under the
bridge.
River Bank:
Kurt stated that the permit came in to modify the river bank. While speaking with FEMA, it
sounded like the city will be reimbursed for the river bank project. Kurt stated that 300 feet of
riprap will be placed all the way around the bank starting at the bridge and going around to the
old boat dock. We are trying to get a 30 degree boat ramp installed, and FEMA is going to try
and push this through so the work can begin. There is a 60- day waiting period before work can
be started. Kurt stated at this point we can go out for bid and try to get the project underway. He
said if we have a mild winter, work can be done through it.

All street projects have been completed.
The next meeting will be December 10 at 5:30 p.m.
