Dan Koch, City Rep. Dick Fritzler, County Rep. John VanAken, County Rep. Lee Richardson, County Rep. Greg Nelson, Member -at -large Judy Goldsby, County Rep. Dennis Eaton, City Rep. Don Brown, City Rep. OTHERS PRESENT: Monica Plecker Cheryll Lund Chris Mehus, Beartooth R C & D Call to Order: The meeting was,called to order at 6:00 pm by Chairman Kathy Siegrist. Roll Cali: A roll call was taken. Members present were Koch, Fritzler, Goldsby, Richardson, Brown, VanAken, Klein, Nelson, Eaton & Siegrist. Public Input (three - minute limit): Citizens may address the Council regarding any item of City business not on the agenda. The duration for an individual speaking under Public Input is limited to three minutes. While all comments are welcome, the Council will not take action on any item not on the agenda. Chris Mehus, Economic Developer from Beartooth R C & D made a short presentation to the board. Beartooth R C & D services 5 counties in Montana: Sweetgrass, Stillwater, Yellowstone, Carbon and Big Horn and have been around for 45 years as a regional development organization. They offer marketing plans and feasibility studies as well as helping small businesses obtain various types of loans. They offer a Home Buyer education program and conduct classes once a month in Laurel. They are also involved in regional community planning efforts. The Board of Directors is made up of council members, county commissioners and conservation board members. They meet six times a year. Chris stated he came to talk briefly about the Comprehensive Economic Development Strategy (CEDS). It is a program that is sponsored through the US Economic Development Administration. The CEDS was developed in 1995 and is reviewed every 5 years. They are currently in the process of the review and would like input from either the Planning Board or interested citizens from Laurel. Chris went on to say that the CEDS makes references to: Infrastructure; Wastewater, water and Solid Waste; Transportation; Economy; Business; Tourism; Communication; GIS and mapping; Community Services; Human Capital and Natural Resources. Monica stated that she had mentioned to Chris that the Planning Board is currently reviewing and overhauling the City's Growth Policy Manual and felt that this would be a good time for him to either meet with the Planning Board and /or the subcommittee. The subcommittee is having discussions on the same topics and Monica would like to see how the same goals and strategies measure up against what is in the CEDS. Monica suggested that Chris come to the next GMP subcommittee meeting on Tuesday, November 13, 2012 at 2:00 pm. Approval of minutes from previous meeting: Approval of minutes from the June 7, 2012 was done by a motion by Judy Goldsby, seconded by Dennis Eaton. The motion carried by a vote of 9 -0. New Business: Zoning Compliance Permit — Extraterritorial Zoning Jurisdiction. This was an item brought up at the August 2, 2012 meeting that did not have a quorum present. Monica explained the Zoning Compliance Permit as a permit that only those in the 1 -mile extraterritorial zoning jurisdiction are required to apply for. The purpose of the permit is to allow the city to review development and to make sure it is in accordance with the applicable zoning regulations. Application will be submitted with 2 copies of a site plan for the structure and /or development. The Planner will review all existing and proposed structures along with setbacks and lot coverage. Planner will also check for floodplain information and land use. The proposed permit fee is $43. Monica stated the purpose of this permit is to ensure development occurs in a manner that meets the zoning ordinances set forth by a municipality. In the case of Laurel, the extraterritorial area already has zoning designations placed on the land, but with Yellowstone County not requiring a building permit it is nearly impossible to enforce the City's zoning regulations. The permit will act as a way to mitigate non- conforming uses. Dan Koch asked about enforcement of the Building Codes for that area. Monica stated that the City building codes can only be enforced within the Laurel city limits. This will be for strictly for enforcement of Laurel zoning ordinances. A motion was made by Dennis Eaton and seconded by Judy Goldsby to allow Monica to move forward on a draft of a Zoning Compliance Policy and Permit and bring it back to the board for further review. The motion carried by a vote of 9 -0. Old Business: Lee Richardson stated that State of Montana denied an application for the subdivision application from Mr. Williams due to floodplain issues. Miscellaneous: Monica stated that the review of the GMP is moving forward and she feels that even though the committee is a little bit behind they can put the final touches on the Economic Development Chapter, look at the CEDS document and still stay within the time line she has for review. The next meeting of the GMP subcommittee will be held on Tuesday, November 13, 2012 at 2:00 pm in the council chambers. There probably will not be a December 6, 2012 Planning Board meeting unless Beartooth R C & D wants to have a more in -depth discussion on their CEDS.
