Members Present: Chairman Mark Mace Chuck Dickerson Bruce McGee (5:45 p.m.) Skate Park Steering Committee Members: Kat Stokes, Hunter Stokes, Judge Jean Kerr Staff Present: Kurt Markegard, PW Director Monica Plecker, City Planner Public Comments (three - minute limit) There were no public comments. Chairman Mace called the meeting to order at 5:31 p.m. Chairman Mace went directly to the agenda which had item #1 Elena Subdivision SID /Special District. Monica Plecker suggested that the process for legal purposes be called a Special Assessment, rather than a Park Maintenance District for the maintenance of the park within Elena Subdivision. The park then could be transferred to the rest of the City of Laurel park system when and if a citywide Special District were established in the future (Park Maintenance District legislation has been repealed by Senate Bill 58). Kurt suggested that his budget for Parks for the 12/13 year was approximately $249,068.00 (Capital Improvement Plan). The Parks budget for 2011/2012 was $156,274.00 but was not used due to the flooding in Riverside Park and some monies were used for temporary purposes to maintain safety and public control of the parks that were affected by the floods from the Yellowstone River or the Exxon Oil spill in the river. City Planner Monica Plecker reminded the Park Board that at the July 17 City Council meeting the City Council did approve a Resolution of Intent to Create Special Improvement District No. 114 for improvements of the Elena Park. Council will also be considering a Resolution of Intent to Levy SID No. 114 for Maintenance Assessments. Ninety -five (95) separate parcels would be required to be assessed on those owners' P and 2n half property tax statements for this time forward only once the SID has been created. Public Works Director Markegard also mentioned that he also had a budget item for the swimming pools this summer for about $77,000.00. He also mentioned that his budget for the baseball fields and the Kids Kingdom and the playgrounds areas would climb to $250,000 this next year. The Board then opened up discussion by the Skate Park Steering Committee. Kat spoke on behalf of the group. The group is concerned that adequate funding from professional groups that support skate parks will want to donate monies to help build a park. The Board asked that the steering committee get ready to go to the folks who live near the Kiwanis Park boundaries and get information regarding a skate park in the idle land next to the available land are that some think would make a great location... for a skate park. The City Planner Plecker had to leave to attend a planning board meeting at City Hall. The group decided to look at places that could support a venue for a skate park. Mark suggested that the group have a computer slide presentation on the skate park area and when it would be built. This would be vital at meetings where groups could see what the park would look like. The meeting was adjourned at 6:56 p.m. Respectfully submitted, Mark Mace Park Board Chairman
