HomeMy WebLinkAboutPublic Works Committee Minutes 07.15.2024MINUTES CITY O LAUREL The Public Works Committee meeting was called to order at 6:00pm on Monday, July 15, 2024, by Committee Chair, Heidi Sparks. Members Present: Heidi Sparks- Chair, Jodi Mackay- Nice -Chair, Iry Wilke, Jessica Banks, Shawn Mullaney, Dennis Eaton Others Present: Matt Wheeler- Public Works Director Public Input: General Items: Approval of Minutes from June 17, 2024. Iry made a motion to approve the minutes of June 17, 2024. Motion was seconded by Jodi. Motion carried 6-0 to approve the minutes. 2. Emergency Call Out Report- Report attached i. Call out list starts over in January and July, which is why this month looks pretty empty 3. KLJ Report- Report attached i. Pavement Maintenance on S 01 o Reaching warranty so trying to get everything wrapped up. Reseeded Russell Park ii. Laurel Water Tank Funding o KLJ grant writer, Becky, is working on grant for planning portion. She is pretty confident that we will get this, and this grant will pay for the majority of the planning will be roughly $1 million in planning. o Dennis asked about paying for the grant writer. Matt explained this is a flat fee. o Jodi asked about progress on the grant writing, since there have not been many updates since the grant writer was approved. Matt will ask Becky to either attend the next Public Works meeting or provide detailed updates in the next KLJ report. o Dennis asked about the PER for the water tank, and Matt explained that will be part of the planning. iii. 5th to 7th Sewer Line o Construction Company hit the water line over the weekend. The construction company fixed the issue under the supervision of the City. o Also asked KLJ about the house the routinely floods, to try to resolve the issue as part of the project. KLJ carne in with an estimate of roughly $50,000. Matt declined adding this to the project and the City will fix the issue once the project has been completed. iv. Love's o Not a lot of progress V. Mogan School o Working on plan for the water lines vi. Lance Hull Annexation o City has not accepted the street yet, and is waiting for this to be completed before accepting. Working on issues with flooding before City takes ownership of the road. vii. Bulk Water Station o Has been pushed to a 2025 project due to cost of inputting this station 4. Jodi asked about the park where the Dodgers play. Matt stated that this is City property that the Dodgers lease. Jodi asked about the High School team. Matt stated the Dodgers are not allowed to sub- lease the property per their lease agreement with the City. The school has not approached the City regarding using this space for the high school team. Lead line project- City is now going door to door to those households that did not respond to the letter that went out. Also going through work orders with the City, to determine if lead lines are in the home. This will allow the City to not have to go to the home. If people do not answer the door, they are leaving fliers on the door to get them to complete. Ad was also in the Outlook letting residents know the City will be out asking about the water lines. Dennis stated this is a nationwide mandate, not something unique to state. Matt stated the City has cut contact with 120 Water, which besides the information provided to the City, they did not complete any work for the City. 6. Jodi asked how 4`I' of July was for the Public Works department. Matt stated the department has it down to a science. It is 1 day to set out the extra cans and get things set up. And 1 day for tear down. Proiect Scope: Miscellaneous annual pavement maintenance design, bidding and construction in locations throughout the City of laurel Current Status: i Substantial Completion reached Date is 10/11/23 • Final Completion date was 11/16/23 ® Closeout/Reconciliation Change Order approved by Council on 1/9/24 • Warranty walkthrough of Russell Park retention area on Friday 5/3/24 ® Contractor recommended giving it another month of growth prior to reseeding. • Contractor reseeded the park the week of 6/27/24 a Warranty Walkthrough to occur in October of 2024 Reason for Project: Existing City water Tank needs to be recoated on the inside and can't happen until City has a backup storage supply. They also have needs for upgrades to their upper pressure zones. See previously approved Water System PER and City of Laurel CIP. Project Scope: (KU Planning services may include; subdivision, zoning, development, floodplain hazard management, miscellaneous reviews and other related work. KU will prepare staff reports, recommendations, and attend meetings upon request.
