FEMA:
Kurt stated that the city does not have many answers from FEMA as of now. Pictures have been sent to
FEMA regarding the exposure of the waterline to Riverside Park. Great West Engineering has done an
estimate of $90,000.00 to repair the bank and cover the waterline where it is exposed. The waterline can
be covered with a 6 foot cover of rip rap that extends into the river. Kurt stated that he doesn't understand
wh1 the estimate from Great West is so expensive so a meeting has been scheduled for Thursday, July
12 , with them to go over the costs. Kurt will not give FEMA the estimate for the repair until after this
meeting. Kurt said that FEMA still hasn't given the city anything in writing regarding the water intake
loss and the damage to the bank after last year's flooding.
Fire sprinkler fees; (Dan Koch)
Dan brought some handouts to the meeting suggesting that the city charge businesses a fire sprinkler fee.
He stated that the city would receive revenue every year from businesses that had fire sprinkler systems in
their buildings, if the city charged a yearly fee for water. Fire sprinkler water is not metered so when a
business needs to turn on the sprinkler system for any reason, the city would lose the revenue from the
water used. An estimate of about $3500.00 per year would be the increase in revenue. Dan stated that
larger cities, including Billings, charge a yearly fee. Kurt stated in order to charge customers the fee, a
water rate study would have to be done, a notice sent to all customers that may be affected by a water
increase, and a public hearing be scheduled. The council would have to approve the increase. Kurt stated
that it would cost more to prepare for the increase than what the city would gain in revenue.
Street Maintenance:
Kurt stated that the city will be going out for bids on the chip and crack sealing projects. Chip sealing will
begin first and then followed by crack sealing in the fall, which is the best time to do crack sealing.
Attached is the opinion of probable costs for the project that was supplied by Great West Engineering.
Other:
Kurt is reviewing the specs for the wastewater treatment plant project at this time. Tetra Tech and Great
West Engineering will meet on Thursday at 1:00 p.m. and all committee members are welcome to attend.
Kurt explained that the State of Montana has changed its laws regarding swimming pools. Each city -
owned swimming pool must have certified pool operators. Matt, Tim and Kurt will be going to Bozeman
to attend the school to get certified. It will cost about $1500.00 to get everyone certified.
