COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Marvin Carter Tom Nelson Dan Koch OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None FEMA water intake: Kurt handed out graphs that were supplied by Great West Engineering that show the river flow at the Billings Gage. Kurt explained that FEMA wanted the city to prove that there was intake loss. The attached graphs show the loss. FEMA does not want to enter the river so they will only pay for the river rock and rebuild the bank. Kurt stated that the city had to shut down CHS refinery from using raw water because the intake was too low. CHS is now only using treated water which is more expensive for them; this is another thing we had to show FEMA. They are willing to give us a new intake and would like it to be lower than the one that was built in 2003. Kurt stated that it cannot be put lower than the one that is currently in place. Projects planned for summer: Kurt stated that the city has about $160,000.00 for street repairs this summer. Chip sealing should begin in August and crack sealing should take place in September. South East 4 Street is included in this schedule. The amount funded for the street does not include striping and the city does not have a striping machine so this will need to be hired out. Street sweeping will begin next week. The Laurel swimming pool opened today. Water Fill Station: Kurt stated that there is a water fill station for sale in Wyoming. He is going to look at it as a possible option. The city is still waiting for the railroad to give the city a lease agreement so the fill station can be put railroad property. Schedule for chip seal — SE 4 street: The chip sealing for SE 4 street was explained in projects planned for the summer. There was no further discussion. Other: Kurt said that there are only two crew members for the utility department. They hope to fill two more positions in that department in the near future. There may be a garbage truck driving position available if someone from that department decides to move to the utility department. Kurt stated that John Curfman will be retiring on June 30, 2012. The meeting was adjourned at 6:30 p.m. Res r ectfully submitted, / K- ly Rho: s Utility Bil ing Clerk Yellowstone River Flow at Billings Gage January - June 100000 iV ilitt k N 2008 4 U c 10000 l 2009 LL I 2010 2011 / I 2012 • v Alk i ! re..., f, i 1000 t i --T- 1/1 1/21 2/10 3/1 3/21 4/10 4/30 5/20 6/9 6/29 Month /Day Yellowstone River Flow at Billings Gage July - December 10000 i 2007 ' 10000 3 2008 2009 2010 _. ` c, 2011 , A 110iSOLA4 , V \ ilk Nrc`, , , 1000 7/1 7/21 8/10 8/30 9/19 10/9 10/29 11/18 12/8 12/28 Month /Day Yellowstone River Flow Depths at Laurel Intake During Water Emergency 1/18/12 to 1/23/12 11 10 9 8 ,1 i ' it■ i IBC 6 1=111111E 111111M111111111111: Depth at Intake (ft) o.
