COUNCIL CONFERENCE ROOM MEMBERS PRESENT: Mark Mace, Chairman Doug Poehls Chuck Dickerson Emelie Eaton OTHERS PRESENT: Shirley Ewan Chairman Mace called the regular meeting of the Budget/Finance Committee to order at 5:30 p.m. There was no public in attendance. Public Comments: Dan Koch had asked to address the Committee in regards to charging for sprinkler fire suppression, but Mr. Koch was not present. The minutes of the May 15, 2012 meeting were presented and approved via motion by Chuck, seconded by Emelie, and passed unanimously. Chuck made a motion to approve the claims, in the amount of $346,868.05 for Council consent; Emelie seconded the motion, all in favor, motion passed. There were no purchase requisitions presented to the committee. The Comp /OT reports for PPE 5/13/2012 were reviewed. The Comp /OT reports for PPE 5/27/12 were also presented to the Committee at the meeting. Shirley noted that the Council would be voting on both payrolls tonight at the Council meeting, so she has included both Comp Reports for the Committee's review. Chuck inquired as to why Sauter was paid overtime on May 18, 2012, as Rock the Block was cancelled due to rain. Shirley will check with the Police Chief and get back to the Committee. There were no further questions. The Payroll Register for PPE 5/13/12 totaling $160,514.59 and payroll for PPE 5/27/12 totaling $169,766.22 were reviewed by the Committee. Motion was made by Emelie, seconded by Chuck to recommend council approval of the payroll register. Motion passed. Clerk/Treasurer Comments: Liability for General Fund Accrued Vacation and Sick Leave Shirley stated that she has budgeted $50,000 in the General Fund for any General Fund employees that retire or leave the City in the next fiscal year. Budget Update The Mayor, Heidi and Shirley have met with all of the Department Heads one time. Some will be back to present their budgets one more time after they have made some adjustments. Shirley stated that staff would like to start presenting their budgets at the next Council workshop on June 12 Presently she has Court, Ambulance and the Library signed up for that time. June 26 the Police, COPS Grant, Federal Equitable Sharing, 911, CAO, Building and Fire Inspection will be presented to the Council. Chuck asked if they can be split a little more evenly, as he feels there are too many on the 26 He would like to go over the Water /Sewer and Garbage on the 12 Shirley will see if Kurt can be ready at that time. Regional Garbage Increases Shirley stated that the City has not received the contract from the City of Billings, but will let the Committee know when it comes in. She has heard that the increase will be $18.60 /ton. 1 Budget/Finance Committee June 5, 2012 911 Budget Shirley has placed the 911 Budget in the Committee's packet for their review. Mark had previously asked that the Budget/Finance Committee look at the Budget. The budget includes 5 mobile radios at $19,822 for the Police, 1 radio backup for Dispatch at $4,340 and 1 base radio for the Ambulance. Chief Musson has assured the Clerk/Treasurer that these items can be bought with 911 funds. Shirley mentioned that the new narrow band radios for all of the crews will cost the City around $62,000. Mayor's Comments: The Mayor was not present, so Shirley informed the Committee about items he planned to talk about. Transit Grant The Council will be asked if they want to continue the Transit Grant and if they are willing to subsidize it next fiscal year in the amount of $10,000. It is in the preliminary budget at this time. The overall feeling of the Committee is that they would like to see it continue. Police Union Update Shirley let the Committee know that they met with the Union on June 4 At that time, the City proposed 0 wage increase in the 2012 -2013 fiscal year, 0 wage increase in the 2013 -2014 fiscal year and $.25/hr increase in fiscal year 2014 -2015. The City also requested some contract language clean -up. This last meeting was the third meeting where both sides were required to submit their wants. The Union had around 12 -13 requests. Other: Emelie inquired as to how much a business license costs in the City. She has had someone tell her they are around $300 per year and thus one of the reasons no one wants to open a business in Laurel. Shirley stated that they are $75.00. Emelie will let the person know. For next agenda: Budget Update. Police Union Update.
