January 7, 1997
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Chuck Rodgets at 7:00
p.m., on January 7, 1997.
COUNCIL MEMBERS PRESENT:

INVOCATION: Invocation was given by Alderwoman Kilpatrick.
MINUTES:
Motion by Alderman Orr to approve the minutes of the regular meeting of
December 17, 1996, as presented, seconded by Alderman Walton. Motion carried
6--0.
CORRESPONDENCE:
Received a letter of resignation from Carol Abromeit from the Laurel Volunteer
Ambulance Service.
Received a letter from Julia A. Cooley complimenting two Laurel Police Officers.
Received a letter from MedTrans of Montana regarding ambulance calls on
Christmas Eve.
Received a membership bulletin from the Montana League of Cities and Towns.
Received a Risk Management Bulletin #35 from MMIA.

a letter from Gregg A. Hafner regarding an automobile accident on
11, ].996 at Yard Office Road and East Maryland Lane. He indicated that
at the Laurel Police Department was quite rude to him.
Received a newsletter from the Montana Taxpayer's Association.
CLAIMS:
Claims for the month of December were reviewed by the Budget/Finance Committee
and recommended that they be paid.
Motion by Alderwoman Kilpatrick to approve the claims in
$408,145.67 for the month of December, seconded by Alderman Orr.

RESOLUTION NO. R97-1
AUTHORIZING AGREEMENT WITH YELLOWSTONE BANK
TO FINANCE ONE NEW FIRE TRUCK
Motion by Alderman Orr that Resolution No. R97-1 be passed and adopted,
seconded by Alderwoman Kilpatrick. Motion carried 6--0.
RESTRICTING RESIDENTIAL PARKING:
Jim Flisrand stated that the next two items on the agenda are resolutions for
restricting residential parking near schools. Be mentioned these two items can
be determined by approval from the council and do not need a resolution. He
suggested that this issue be addressed at the time the Street/Alley & Garbage
Committee minutes are presented.

AMENDING SECTION 1.16.020 FOUR WARD DIVISION:
ORDINANCE NO. 097-1 (first reading)
AMENDING SECTION 1.16.020 OF THE LAUREL MUNICIPAL
CODE, FOUR WARD DIVISION
Motion by Alderwoman Kilpatrick that Ordinance No. 097-1 (first reading) be
passed and adopted, seconded by Alderman Johnson.
Don Hackmann stated that Jim Flisrand and himself reviewed the descriptions of
the four ward division along with the new map of ward boundaries. They made
changes due to clerical errors and duplication of information.
A roll call vote was taken and all aldermen voted "YES". Motion carried 6--0.
COMMITTEE MINUTES:
--Board of Adjustment Committee minutes of December 19, 1996 were presented.
Motion by Alderman Orr to enter the Board of Adjustment minutes of December
19, 1996, into the record, seconded by Alderman Kroll.
Alderman Johnson commented that there has been discussion about off-street
parking. It appears to him that it may be time to address the issue and review
the requirements. Off-street parking has been a concern in the past with the
cabinet shop on Washington Avenue and now with Thomae Lumber.
Cal Cumin stated the off-street parking is a city ordinance and the Board of
Adjustment Committee recommended that the city council review the off-street
parking requirements. He noted the Planning Board has had a lot of discussion on
this issue in the past.
Cal said he feels the best way to address the concerns of off-street parking is
through the downtown planning group. He explained that parking is a big problem
and is a part of the planning of the downtown area. One of the problems is the
requirement for a new business to provide off-street parking or pay a fee of
$1~000.00 into a city fund for every space that cannot be provided. The city
would then come up with parking equivalence. He feels the city cannot continue
to waive the requirements, therefore, recommends the best way to address this is
through the downtown planning group.
Ca]. announced the downtown planning group will have a meeting Thursday,
16, 1997, at the Locomotive Restaurant at 7:00 p.m. He encouraged the
members to attend.

Cal was asked if the off-street parking should be addressed under the
City-County Planning Board? Cal explained that off-street parking is a zoning
issue that comes under the City-County Planning Board. However, it is a large
issue that involves the downtown area. He said the downtown people and the city
representing that area need to decide what to do. He stated the city ordinance
is now the solution, but this is causing a problem. Cal would like to see the
people who are concerned with parking or who have to provide for it and deal
with it every day, discuss and handle it.
Mayor Rodgets agreed to have the Planning Board and council get ideas from the
downtown planning group for parking in downtown Laurel.
A vote was taken on the motion to enter the Board of Adjustment Committee
minutes into the record. Motion carried 6--0.

--Street/Alley Garbage Committee minutes of December 19, 1996 were presented and
reviewed.
Motion by Alderman Easton to restrict parking and authorize loading and
unloading of students on the following streets, during school hours only:
a. East 8th Street (lst Ave. to Colorado Ave.)
NORTH SIDE
Wyoming Avenue (East 7th St. to East 6th St.)
WEST SIDE
East 4th Street {Colorado Ave. to Montana Ave.)
NORTH SIDE
Montana Avenue (East 4th St. to East 5th St.)
EAST SIDE
e. Eighth Avenue (West 6th St. to West 5th St.
WEST SIDE
Motion was seconded by Alderman Orr. Motion carried 6--0
Motion by Alderman Easton to limit parking to 15 minutes, during school
hours, on East 6th Street (Wyoming Ave. to Pennsylvania Ave.) NORTH SIDE,
seconded by Alderman Orr. Motion carried 6--0.
The school superintendent wishes to delete the limited parking to 15 minutes on
Colorado Avenue (East 5th St. to East 4th St.) during school hours for more time
to study it.

COMMENTS FROM THE AUDIENCE:
Don Hackmann stated he received a call from Double Tree Inc. regarding the HOME
Program. The HOME Program office in Helena said that the City of Laurel has to
go out for a RFP, request for proposal, for a program administrator for this
grant. The RFP for the CDBG grant did not mention the HOME Program, so the city
will now have to go out and get a RFP for the HOME Program. It will be
advertised on January 15, 1997 and proposals will be taken for four weeks,
through February 12, 1997. The advisory committee will meet to review the
proposals on February 13, 1997 and make a recommendation at the council meeting
of February 18, 1997.
Alderman Johnson commented that originally a meeting had been scheduled with Mr.
Bob Worthington, Programs Administrator for MMIA, to be held this Thursday,
January 9, 1997. After learning that the City-County Planning Board was
scheduled to meet on the same Thursday in the council chambers, they decided to
reschedule it for the next Thursday, January 16, 1997 at 7:00 p.m. at the City
Library.
Alderman Easton announced the Ambulance Committee meeting on Tuesday, January
14, 1997 at 7:00 p.m.
Sergeant Mike Zuhoski stated that Mark Kauffman has resigned
Police Reserves. A replacement will be needed for him on
Committee.

Mike Zuhoski announced that Susan Canape will replace Jo Meccage, who retired
December 31, 1996, as full time dispatcher and Dan Koch, Jr. has been hired as
relief dispatcher.
Mayor Rodgers stated that the Budget/Finance Committee talked about the budget
calendar and discussed a capital projects list. He passed out a project proposal
list to the council that has been used in the past. He asked for input from the
council members and will get together with department supervisors for ideas for
the Budget/Finance Committee.

Mayor Rogers appointed Joe Leckie as City Attorney for a two year term,
effective January 1, 1997.
