February 4, 1997
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Chuck Hodgets at 7:03
p.m., on February 4, 1997.

INVOCATION: Invocation was given by Alderman Johnson.
MINUTES:
Motion by Alderwoman KilDatrick to approve the minutes of the
meeting of January 21, 1997, as presented, seconded by Alderman Kroll.

CORRESPONDENCE:
Received a letter of resignation from Alderman Ronald E. Marshall, effective
immediately.
Motion by Alderman Easton to accept Ronald E. Marshall's resignation,
effective immediately, seconded by Alderwoman Kilpatrick. Motion carried 5--0.
Received a membership bulletin from the Montana League of Cities and Towns.
Received a letter from Curtis Hughes regarding the Laurel airport. A copy has
been forwarded to the Laurel Airport Authority.
Received a letter from the Montana Department of Transportation advising the
city that the log cabin CTEP project was approved.
A budget report from the first six months of fiscal year 1996-97 was presented.
CLAIMS:
Claims for the month of January were reviewed by the Budget/Finance Committee
and recommended that they be paid.

DOUBLE TREE, INC. - UPDATE ON HOUSING REHABILITATION:
Julie Jones, Double Tree, Inc. presented a report on the Laurel Housing
Rehabilitation. Twenty-four applicants have been approved by the committee and
there will not be anymore taken for the first phase of the project. Ten units
have been closed out, 4 units are under construction, 4 units are in the
inspection phase, and 6 units are pending approval of bid by the advisory
committee.
The Housing Preservation Grant (HPG) has funding available to assist 8 units.
Five units have been closed out, 2 units are in the construction phase, and 1
unit is pending approval by the advisory committee. Julie foresees that the
final closeout will be April 30, 1997.
The Community Development Block Grant (CDBG) has 10 units that have been
completed and 4 units are under construction. The average cost to rehabilitate a
home is $15,990.00. Originally, it was planned to rehabilitate 22 homes with
this funding with an average of $17,500.00.
The HOME Program grant funds were awarded to the city in December. A request for
proposals of administrative services has been advertised and are due on February
12, 1997 at 3:00 p.m. Double-Tree attended a HOME workshop in January regarding
the grant. Julie has received three inquiries for application.

BEING A RESOLUTION SPECIFYING THE INTENT OF PREPARING
A PERMANENT WATER RATE INCREASE TO BECOME EFFECTIVE

AND REVISED RATE SCHEDULE FILED WITH THE PUBLIC SERVICE

COMMENTS FROM THE AUDIENCE:
Cal Cumin announced that a bill was introduced in the state legislature, Senate
Bill 1641 which removes control of mobile homes from the local government, city
and county. The bill reads that local governments cannot discriminate against
manufactured housing, which is mobile homes. Senate Bill 164 was passed by a
resolution in the Senate Committee and will now be on the senate floor. Cal
hopes it will be killed when it gets to the House Committee. He asked council
members to write to their local senator.
Alderwoman Kilpatrick commented on another bill in the state legislature. This
bill reads that the state woald refer health inspections of restaurants and
eating establishments to the local government.
Dartell McGillen explained that the state, at this time, does the inspections
free to the owner of the establishment. The state cannot justify paying wages
for doing inspections without being compensated. Therefore, the state will put
the responsibility onto the county or city, who will charge a fee for it.
Dartell noted that a problem with this is that there would be no uniformity. The
laws would vary between counties and cities, where on a state level, there is
some uniformity.
Don Hackmann, City Clerk, announced that the council has thirty days to fill the
vacancy created by the resignation of Ron Marshall in Ward I. He suggested that
the city advertise on February 12, 1997 and February 19, 1997. The city will
accept letters of interest through February 27, 1997. Council members would
receive copies of the letters so the vacancy could be filled at the March 4,
1997 council meeting. The council members agreed with this.
Alderman Kroll commented that there is a correction to the time of the Police
Committee meeting. It will be held on February 6, 1997 at 7:30 p.m.
Mayor Rodgers referred to the letter regarding the CTEP Project Approval. It
stated in the letter, "DO NOT begin any work on the project until a WRITTEN
notice is received from the department to proceed".
There being no further business to come before the council at this time, the
meeting was adjourned at 7:24 p.m.
