COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Norm Orr Emelie Eaton OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None Riverside Park Issues: Kurt stated that there is gravel under the bridge that needs to be removed. The city needs to get a permit to do this. The city may need to use the road or bridges next to the water plant, which is on CHS property, to do this. The problem that the city is facing is there are weight limits on the bridges, and he does not know if they can hold the weight of the trucks loaded with gravel. Kurt stated that EPA has until March 21 to let us know if the city was granted the permit to rebuild the levee. Kurt explained that the community will be informed what is going on with the park as soon as that information is available to the city. Kurt stated that FEMA has not issued the city the $4000.00 for the flood damage from last spring. MMIA will have to show records that the city did have flood insurance for the funds to be released. He is doing some research by looking at old Laurel Outlooks trying to find pictures and or records on when the levee may have exited. Kurt said he may have to make a trip to Helena to the historical society to find information about the levee. Kurt stated that all organizations have access to the buildings at Riverside Park, except for the Rod and Gun Club. This building is the one with the most damage and is full of mold. Kurt stated that he does not know at this time if camp sites will reopen this spring if the bank is not stable. East Main Sidewalks: Kurt stated that city workers have been out on East Main inspecting the sidewalks. There are bad sidewalks and many tripping hazards. Kurt mentioned that thirteen curb boxes need to be replaced because they are under the sidewalks. Kurt stated that money from the TIF District will help fund this project as well as money from the state. Kurt explained that the bad curb and gutter and approaches will be replaced at this time as well. This project should get started within six weeks. Planning for next Year: Kurt stated that he is starting to prepare and budget for next year's projects. Some of the projects include upgrades to the water and sewer treatment plants, park requests, tennis courts and cemetery irrigation. Southeast 4 Street was crack sealed last year and will be chip sealed this year, which will be funded by the SID and the TIF District. Kurt explained that the city cleaned the Russian olive trees out of the storm ditch off of Yard Office Road. He estimated that the ditch has not been cleaned for about 20 years. Future Projects: Kurt asked the committee to think about what they may want to bring forward to the council for future projects. He mentioned that things that need to be thought about are deferred maintenance, capital improvements to the plants and any other issues they may need to be brought up. Other: Kurt stated that traffic and speed studies were done on SE 4 St. on the corner that goes onto Bernhardt Road (this is the Walmart corner). Kurt stated that the speed limit is 15 mph for that corner. He mentioned that he has been approached on why the corner is not 25 mph.
