HomeMy WebLinkAboutCity Council Minutes 09.02.1997Minutes of the City Council of Laurel September 2, 1997 A regular meeting of the City Council held in the Council Chambers and called to p.m., on September 2, 1997. of the City of Laurel, Montana, was order by Mayor Chuck Rodgers at 7:03 COUNCIL MEMBERS PRESENT: Miles Walton Bud Johnson Norman Orr Dirk Kroll Gary Temple Donna Kilpatrick William Staudinger Gay Easton COUNCIL MEMBERS ABSENT: None INVOCATION: Invocation was given by Alderman Kroll. MINUTES: Motion by Alderman Kroll to approve the minutes of the regular meeting of August 19, 1997, as presented, seconded by Alderwoman Kilpatrick. Motion carried 8--0. Motion by Alderman Walton to approve the minutes of the special meeting of August 25, 1997, as presented, seconded by Alderman OFt. Motion carried 8--0. CORRESPONDENCE: Received a letter from the Laurel Chamber of Commerce regarding a Peace Pipe Ceremony on September 13, 1997 at the Canyon Creek Battlesite. Received two memos from the Montana League of Cities and Towns regarding beer tax distributions. Received a memo from the Montana League of Cities and Towns regarding the 1997 annual conference in Helena. CLAIMS: Claims for the month of August were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderwoman KilDatrick to approve the claims in $360,516.44 for the month of August, seconded by Alderman Orr. the amount of Motion carried DOUBLE TREE, INC. - GRANT UPDATE: Julie Jones reported on the homebuyers assistance program. Nineteen applicants have applied to the program, but not all of them have found homes. Five applicants have been approved by the committee for assistance in purchasing a home. She reported three units have been closed out with the HOME funding. The average amount of assistance per home has been $11,658.00. The closeout on the CDBG project is still pending. There is $5,658.00 left that was to be used for demolition. The city was unable to obtain permission from the State Historic Preservation Office to help fund the demolition of an old grain elevator and the surrounding building. They are now pending approval from CDBG to use the remaining funds to help improve the parking lot at the Senior Center and provide handicapped access to that facility. Julie stated that because of all the interest, the city can apply again for the CDBG project next fall with applications due in October. Applications for the HOME grant are due in September. Mayor Rogers stated that both programs are very beneficial. MAYOR TO SIGN BOND SALE LETTER TO D.A. DAVIDSON: Motion by Alderwoman KilDatrick to authorize the Mayor to sign the bond sale letter to D.A. Davidson & Co. for the sale of City of Laurel Bonds, Series 1997, seconded by Alderman Staudinger. Motion carried 8--0. COMMITTEE REPORTS: --Budget/Finance Committee minutes of August 19, 1997 were presented and reviewed. Motion by Alderwoman KilDatrick to enter the Budget/Finance Committee Minutes of the City Council of Laurel Page 2 Council Meeting of September 2, 1997 --City Council Committee of the Whole minutes of August 19, 1997 were presented. Motion by Alderman minutes of August 19, Motion carried 8--0. Orr to enter the City Council Committee of the Whole 1997, into the record, seconded by Alderman Johnson. --Laurel Airport Authority minutes of July 22, 1997 were presented. Motion by Alderman Johnson to enter the Laurel Airport Authority minutes of July 22, 1997, into the record, seconded by Alderman Orr. Motion carried 8--0. --Park Committee minutes of August 28, 1997 were presented and reviewed. Motion by Alderwoman Kilpatrick to enter the Park August 28, 1997, into the record, seconded by Alderman carried 8--0. Committee minutes of Staudinger. Motion --Street and Alley Committee minutes of August 21, 1997 were presented and reviewed. Motion by Alderman Easton to enter of August 28, 1997, into the record, carried 8--0. the Street and Alley Committee seconded by Alderman Johnson. minutes Motion COMMENTS FROM THE AUDIENCE: None APPOINTMENTS: Mayor Rodgets appointed James A. Ziegler to the Laurel Volunteer Fire Department. Motion by Alderman Johnson to confirm to the Laurel Volunteer Fire Department, carried 8--0. the appointment of James A. seconded by Alderman Orr. Ziegler Motion MAYOR'S COMMENTS: Mayor Rodgets announced a special council meeting to be held Thursday, September 4th at 12:00 noon in the council chambers to open bids and adopt the resolution for the sale of water bonds. There being no further business to come before the council at this time, meeting was adjourned at 7:23 p.m. the Donald L.
