BOARD OF TRUSTEES JULY 8, 2004
Attending- Margaret Freund (presiding), Katherine Kucera, Gail Brice, Clair
Killebrew, Bonnie Latham, and Peggy Arnold
Minutes -read and approved
Correspondence -We received the remainder of the South Central Federation
grant. Mayor Johnson has reappointed Margaret Freund to the Library Board for
a five -year term.
Circulation- Traffic for July 2003 was 1,642 up 11% from July 2002. Circulation
for July 2003 was 2,863 up 3% from July 2002.
Old Business -The budget may be affected by an increase in electrical rates per
Northwest Energy not honoring their agreement to supply power to cities at a
guaranteed rate. Peggy attended training sessions sponsored by the Bill and
Melinda Gates Foundation. Nancy will attend the same training in August.
Cable Modem Internet access will be installed on the 15 of July. The gates for
the community room are here. We reviewed and revised the draft of Patron
Conduct rules.
New Business- We will work on policies and procedures for use of the community
room at the next meeting. Peggy will attend a transition workshop presented by
the Gates Foundation on July 22. We may present a year end report to the
council on July 29 Election of officers was held. Margaret Freund was elected
president, Gail Brice was elected vice president, and Katherine Kucera was
elected as Federation Advisory Board member.
Time to Address the Board- no one addressed the Board
Next meeting- August 12, 2003 at 6:30 p.m.
LIBRARY USER RULES
The Laurel Public Library user rules are intended to allow users to have an opportunity
to use and enjoy the library without interference. The following rules are offered as
guidelines so that library staff may help users have a positive library experience.
Montana Code Annotated 22 -1 -311 Use of library- privileges states: "The board may
exclude from the use of the library any and all persons who shall willfully violate the
rules of the library."
1. Be courteous to others who are reading by maintaining a conversational level of
voice. Use of cell phones should be limited to the entry areas.
2. Only one person allowed in the rest rooms at a time unless a parent or guardian is
assisting a small child.
3. Parents are requested not to leave young children alone at the library for the
children's own safety. Unattended children who disrupt the operation of the library
may be asked to leave. Parents who allow their children to be disruptive will be
asked to control their children and may be asked to leave the library with the
children.
4. Use of the library phone by the public will be limited. No long distance calls should
be charged to the library. Staff may dial the number.
5. Continually having overdue library materials and or damaging or losing library
materials may result in losing library privileges.
6. No food or drink in the library unless the library is sponsoring an event with
refreshments.
7. Library users are not allowed in the areas designated for staff only.
8. No smoking in any area of the library. Smoking may be permitted on the sidewalks
thirty feet from the building. Smokers should not leave cigarette butts and ashes on
library property.
9. Library materials will be borrowed on users own individual or family cards and must
not be used by others. Library staff may ask for identification.
10. Proper identification and address verification will be required when library cards are
issued.
11. No intentional loitering at closing time to cause employees to work past their
assigned shift will be tolerated.
12. Skateboards and in -line skates may not be used on library property, but may be left
near the entrances. Bicycles should be parked in the bike racks.
13. Engaging in any activity prohibited by law or any other conduct that interferes with
other's use of the library such as vandalism, theft, sexual misconduct, swearing,
sleeping, running, poor hygiene, intentionally rearranging library materials on
shelves, throwing things, pushing or shoving, incapacitation by drugs or alcohol will
not be tolerated.
14.A person may lose the right to use the Library if they continue to violate any of these
rules. Police assistance may be required to enforce the rules and policy.

Attached is a copy of House Bill No. 94, a legislative act that revises and clarifies the public
participation and notice requirements for open meetings.
In January 2002, the city council agenda was changed to facilitate two opportunities for public
input during council meetings. Those two agenda items are similar to the following:
Audience Announcements (One - Minute Limit)
This portion of the meeting is to provide an opportunity for citizens to address the (Council, Committee,
Board) regarding community announcements. The duration for an individual speaking under Audience
Announcements is limited to one minute. A second, extended opportunity to speak is provided under
Audience Participation. While all comments are welcome, the (Council Committee, Board) will not
take action on any item not on the agenda. Please complete the "Request to Address the (Council,
Committee, Board)" card by filling out your name and city of residence and returning it to the
(Council Secretary, Chairman). Thank you!

AN ACT REVISING AND CLARIFYING THE PUBLIC PARTICIPATION AND NOTICE REQUIREMENTS
FOR OPEN MEETINGS; PROVIDING THAT AN AGENDA FOR AN OPEN MEETING MUST INCLUDE AN
ITEM ALLOWING PUBLIC COMMENT ON ANY PUBLIC MATTER WITHIN THE JURISDICTION OF THE
AGENCY CONDUCTING THE MEETING; CLARIFYING THAT AN AGENCY MAY NOT TAKE ACTION ON
P" ANY MATTER DISCUSSED UNLESS SPECIFIC NOTICE OF THAT MATTER IS INCLUDED ON AN
AGENDA AND PUBLIC COMMENT HAS BEEN ALLOWED; CLARIFYING WHAT CONSTITUTES A PUBLIC
MATTER; CLARIFYING THAT THE GOVERNOR'S DUTY TO EN &URE_THAT AGENCIES HAVE POLICIES
AND PROCEDURES TO FACILITATE PUBLIC PARTICIPATION APPLIES TO THE EXECUTIVE BRANCH
OF STATE GOVERNMENT; AMENDING SECTION 2 -3 -103, MCA; AND PROVIDING AN IMMEDIATE
EFFECTIVE DATE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA:
Section 1. Section 2- 3-103, MCA, is amended to read:
"2-3 -103. Public participation — governor to Mew* ensure guidelines adopted. (1) fig Each agency
shall develop procedures for permitting and encouraging the public to participate in agency decisions that are
of significant interest to the public. The procedures stroll assure must ensure adequate notice and assist
public participation before a final agency action is taken that is of significant interest to the public. The agenda
for a meeting, as defined in 2 -3 -202. must include an item allowing public comment on any public matter that
n is not on the agenda of the meeting and that is within the jurisdiction of the agency conducting the meeting.
However. the agency may not take action on any matter discussed unless specific notice of that matter is

included on an agenda and public comment has been allowed on that matter. Public comment received at a
meeting must be incorporated into the official minutes of the meeting. as provided in 2 -3 -212.
(b) For purposes of this section, "public matter" does not include contested case and other adjudicative
proceedings.
(2) The governor shall insure ensure that each board, bureau, commission, department, authority, agency,
or officer of the executive branch of the state adopts coordinated rules for its programs;_ whieh The guidelines
shell must provide policies and procedures to facilitate public participation in those programs, consistent with
subsection (1) ef- this- seeliern. These guidelines skiff must be adopted as rules and published in a manner
whieth so that the rules may be provided to a member of the public upon request."
Section 2. Effective date. [This act] is effective on passage and approval.
