Board of Trustees August 10, 2004
Attending
Peggy Freund (presiding), Gail Brice, Clara Killebrew, Bonnie Latham, Katherine
Kucera, and Peggy Arnold attended the meeting.
Minutes
The minutes of the July 13 meeting were read, corrected, and approved.
Correspondence
We received the contract for joining the Montana Shared Catalog and an email
stating that Karen Strege is resigning as State Librarian.
Circulation
Traffic for July 2004 was 1,919 up 16% from July 2003. Circulation for July 2004
was 3596 up 17% from July 2003.
Old Business
Librarians have been practicing for the Ask -a- librarian virtual reference project
before it is advertised and goes live. The condition of the parking lot was brought
up at the last department head meeting again. Patron cards, receipt printer,
forms printer, and a scanner have been received and barcodes are on the way
for the Montana Shared Catalog project. Two sessions of guitar lessons will be
offered by Bob Engel this fall. Peggy submitted a list of possible revenue sources
and a list of Capital Items to Nathan Turbergon, City Finance Administrator.
New Business
The Fall Workshop will be held in Great Falls September 24 and 25 for trustees
and library employees. Peggy Arnold will need to attend training for the Montana
Shared Catalog in September in Missoula or October in Helena. The Library
Chair fined the receipt page for the Employee Handbook. A motion was
passed to not issue any new library cards to Yellowstone County residents living
out sidg the city limits of Laurel until the Parmly Billings Library re- opens.

22 - - 310. Chief librarian — personnel — compensation. The board of trustees of each library shall appoint and set the compensation
of the chief librarian who shall serve as the secretary of the board and shall serve at the pleasure of the board. With the recommendation of
the chief librarian, the board shall employ and discharge such other persons as may be necessary in the administration of the affairs of the
library, fix and pay their salaries and compensation, and prescribe their duties.

PLAN OF SERVICE AND BUDGET REQUEST
FOR
JULY 2004 THROUGH JUNE 2005

Member library grant agreement
I have received a copy of the Plan of Service and Budget request dated
7/29/2004 and I understand that the grant of $983.00 which my library will receive from
the State Library will be used in accordance with the specifications and requirements
stated within that document.
I also understand via MCA 22 -1 -326 (3) that the money appropriated for this
,-, grant may not be used to supplant general operating funds of recipient public libraries.
The commission may withhold a distribution to a library that receives less support from
a mill levy or local government appropriation than its average for the preceding three
fiscal years if such a decrease may reasonably be linked to money received or
expected to be received via these grants from the State Library.

Yesterday, the Commission accepted my resignation effective October 15,
2004. My reason for resigning is personal, regarding finding adequate
residential and vocational services for my 19 -year old son, Joseph, who is
severely disabled. My husband and I have sought these services for the past
year and have not been successful. The waiting lists for such programs are
very long in Montana. I need to devote time to helping my husband not only
find an initial placement but work to insure that this placement works for
our son. This is long -term commitment.
Needless to say, this was a difficult decision and I share these personal
circumstances with you to let you know that I leave only for this reason.
I have enjoyed my work with all of you during the past eight years. The
Montana library community is populated by people that are willing to work
unselfishly to improve library service locally, regionally, and statewide.
I have been privileged to be your friend and partner. I wish you all the
best.
The Commission is resolved to select a new State Librarian who will continue
the good work of the State Library. The Commission's August meeting has
been rescheduled to August 18 so that all Commission members could attend.

Re: Federation monies
The Montana State Library is in the process of setting up fiscal year 2005
accounts and will soon be able to send the checks for the money your library is
to receive based on your federation's FY'05 Plan of Service. I need to receive a
signed copy of the enclosed Plan of Service grant agreement from your library
before I can process the check.
