COUNCIL CHAMBERS MEMBERS PRESENT: Chairman Mark Mace Chuck Rodgers Tom Nelson Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Rhoads Kurt Markegard Public Input: None Sewer treatment plant upgrades: Kurt stated that Great West Engineering designed a preliminary design report for upgrading the sewer treatment plant. Kurt explained that the WWTP is well maintained but the RBCs (rotating biological contactors) are not well- suited for pending ammonia and nutrient removal rules. The disinfection system is unable to consistently meet E.coli and total residual chlorine requirements. Because no mixing zone or dilution is allowed under the current regulatory framework, the city must provide full ammonia removal to assure compliance with acute and chronic water quality standards for ammonia. It must also comply with non - degradation load limits for total nitrogen and total phosphorous. Kurt explained that it is recommended that the city provide full biological oxidation of ammonia to nitrate for the entire flow using a three stage activated sludge process. The new process will also be designed for biological phosphorous removal and significant reduction in nitrate to nitrogen gas. The existing RBC basins will be expanded and modified to serve as stages 1 and 2 of the new activated sludge system. The city had adequate anaerobic digestion capacity for both the primary clarifier solids and the waste activated sludge expected at a maximum month flow. A new building will be constructed for the sludge thickening room. Kurt stated that this project will cost about $5,999,000.00 to complete. The city received a $750,000.00 grant in 2007 that will be used toward this project. There will be a $6.00 capital improvement surcharge per EDU added to the bills each month starting on the December billing, which will be used to cover the cost as well. Other tour of water treatment plant: Kurt explained that Nathan and Tim will have new offices at the water treatment plant along with a new lab. Tim will be moving from city hall down to the plant so he can supervise from there instead of at city hall. There will be a tour of the water treatment plant at the next Public Works meeting which, is scheduled for January 9th, 2012.
