October 7, 1997
A regular meeting of the City Council of the City of Laurel, Montana, was
held in the Council Chambers and called to order by Mayor Chuck Rodgets at 7:03
p.m., on October 7, 1997.
COUNCIL MEMBERS PRESENT:
Gary Temple
Bud Johnson
Norman Orr
Dirk Kroll
William Staudinger
Donna Kilpatrick
Gay Easton
COUNCIL MEMBERS ABSENT: Miles Walton
INVOCATION: Invocation was given by Alderman Kroll.
MINUTES:
Motion by Alderman
September 16, 1997, as
7--0.
Orr to approve the minutes of the regular meeting of

CORRESPONDENCE:
Received an agenda regarding a Landfill Users Summit meeting on October 14, 1997
at 3:00 p.m. for a tour of the Billings Sanitary Landfill.
Received a letter from the Montana Municipal Insurance Authority regarding
property insurance program development.
Received information regarding spot zoning.
A proposed change to the agenda format is presented for the councills review and
consideration.
Received a memo to the Mayor and City Council from Jim Flisrand, DPW regarding a
revision to the 1994 Water Treatment and Distribution Master Plan, compiled by
Morrison Maierle, Inc.
Received a newsletter from the Montana Municipal Insurance Authority.
CLAIMS:
Claims for the month of September were reviewed by the Budget/Finance Committee
and recommended that they be paid.
Motion by Alderwoman Kilpatrick to approve the claims in the amount of
$521,525.59 for the month of September, seconded by Alderman Orr. Motion carried
7--0.
LAUREL PEP CLUB - HOMECOMING ACTIVITIES:
A representative from the Laurel Pep Club requested the council's permission to
have a homecoming parade. The parade will be at 4:00 p.m. on Friday, October 10,
1997. It will start at the Starlite Roller Rink, proceed down Main Street to
First Avenue and continue north to the high school.
She stated the Pep Club will not be having a bonfire.
Motion by Alderman Orr to grant permission to the Laurel Pep Club to have a
Homecoming Parade on October 10, 1997 at 4:00 p.m., seconded by Alderman
Staudinger. Motion carried 7--0.
POLICE DOG - REQUEST SIX MONTH TRIAL PERIOD:
Chief Hovious and Alderman Kroll suggested that this be postponed.
FINAL PLAT - CANYON CREEK STATION SUBDIVISION:
The plat separates the property

Creek Station Subdivision as recommended by the Planning Board, seconded by
Alderman Johnson. Motion carried 7--0.
CONTRACT - CABIN RESTORATION CTEP PROJECT:
Cal Cumin explained this is a contract between A & E Architects and the City of

signed. A & E Architects will design the improvements, set up the bidding
program for bidding the construction and renovation of the project. It will be
reviewed by the city and the chamber. The plans are then finalized and sent to
the state for review. After the state has given approval, A & E Architects will
advertise state wide for a contractor. The city will look at the bids and select
a contractor. The state will review the plans again and then the work can be
started.
Motion by Alderman Johnson to approve the contract and authorize the mayor
to sign it, seconded by Alderman Kroll. Motion carried 7--0.
RESOLUTION NO. R97-50
AUTHORIZING AGREEMENT WITH YELLOWSTONE BANK
TO FINANCE ONE NEW GARBAGE TRUCK
Motion by Alderwoman KilDatrick that Resolution No. R97-50 be passed and
adopted, seconded by Alderman Orr. Motion carried 7--0.

Mayor Rodgets stated the public hearing will be held at the next council meeting
on October 21, 1997. The council can vote on it at that meeting or the next
scheduled council meeting.
APPOINTMENTS:
Mayor Rodgers appointed Joel Sauter as a police officer, effective October 11,
1997, with a one year probation, pending a background check.
Motion by Alderman Johnson to confirm the hiring of Joel Sauter as a police
officer, effective October 11, 1997, with a one year probation, pending a
background check, seconded by Alderman Kroll. Motion carried 7--0.

MAYORS COMMENTS:
Mayor Rodgets thanked Norman Orr and Earl Linger, who have retired from the fire
department, for the years of service and dedication they gave to the department.
Mayor Rodgers announced Jim Flisrand's resignation as Public Work Director,
effective October 17, 1997.
Motion by Alderman Kroll to accept the resignation from Jim Flisrand,
effective October 17, 1997, seconded by Alderman Orr. Motion carried 5--2, with
Alderman Orr and Alderwoman Kilpatrick voting "No".
There being no further business to come before the council at this time,
meeting was adjourned at 7:30 p.m.
