Special Meeting May 11,1988
Attending -Gene Williams, Bonnie Preikszas, Adele Zink,
Donna Kilpatrick, Peggy ARnold
Discussion:meeting with the Parmly Billings Joint
City- County Library Board about contracting to serve
Yellowstone County residents.
Meeting with Parmly Billings Board May 12
Information about their budget was presented. The Laurel
Board informed the Parmly Board of the area we serve and
the people in that area.
Bid opening May 16 5:00 p.m.
Special Meeting May 17
Reviewed meeting with Parmly Library Board and discussed
a 1984 proposed draft of City- County Agreement, I 105
which freezes the mill levy, H.B. 436 which lowers the tax
base. Questions were raised about how many county residents
use the city- county library, and the inequities in services
between county and city of Billings residents.
Special Meeting May 20
Attending -Gene Williams, Campbell Calvert, Bonnie Preikszas,
Sue Carter, Adele Zink, Jim Flisrand, Joe Bradley, Peggy Arnold.
A motion was made by Campbell Calvert to award the bid for the
general construction contract to Langlas, Inc. and to authorize
the chairman of the board to execute the contract and to issue
the notice of award and the notice to proceed upon contractor's
providing proof of Worker's Compensation Insurance or like
insurance, liability coverage, hazard and fire insurance
coverage, and performance bon or other security as dictated
by Montana Codes. Seconded by Bonnie Preikszas. Passed
A motion was made by Sue Carter to award the bid for the
mechanical contract to Midwest Heating and to authorize the
chairman of the board to execute the contract. Seconded by
Adele Zink, passed.
A motion was made by Adele Zink to award the bid for the
electrical contract to Western Electric and toauthorize the
chairman of the board to execute the contract. Seconded by
Bonnie Preikszas, passed.
A motion was made by Bonnie Preikszas to award the bid for the
plumbing contract to Whitmyer's plumbing and to authorize the
chairman of the board to execute the contract. Seconded by
n Sue Carter, passed.
The A.I.A. contract will be changed to delete the arbitration
clause and the wording that the city of Laurel uses will by
substituted if the successful contractors are in agreement.
