HomeMy WebLinkAboutLibrary Board Minutes 07.26.1988 Minutes of the Laurel Public Library Board of Trustees Regular meeting -July 26, 1988 at 9:00 a.m. Attending -Gene Williams(presiding), Campbell Calvert, Adele Zink, Sue Carter, and Peggy Arnold Minutes -The regular and special minutes for May were read, corrected and approved. Communications - Donations have been received from Cenex, Barbara and Jim Wanvig, the Brickman family(for trees), and from the Masonic Lodge. A motion was passed to maintain a file of communications from the Parmly Billings Joint City- County Library. Report of the Librarian - Traffic for June 1988 was 2382, no change from June 87 or May 88. Circulation for June 88 was 4271, down 7% from June 87, up 17% from May 88. Committee Reports- A motion was passed for Sue Carter to check with Weavers on the cost to use one of their carriages in the Herbfest Parade. A motion was passed for Adele Zink to inquire about using Friends of the Library Funds to pay for the carriage. New Business -A motion was passed to use the Stain 'medium walnut' for the trim and doors on the new library. The letter from Sheila Cates about charging fees and L.S.C.A. money was discussed. A committee will meet with Joe Bradley at 1:30 today and we will get more information from Sheila Cates. A motion was passed to accept change order #P -one from Whitmyer's Plumbing, #E -one from Western Valley Electric, #M -one from Midwest Heating and Cooling, #1 from Langlas, Inc., #2 from Langlas, Inc., and #3 from Langlas, Inc. Next regular meeting Aug. 23 at 9:00 a.m. - -A committee meeting was held on Wed. Aug 17 to pick the interior paint color. I appreciate you questioning me further about it. As you know, I checked with our LSCA Program Officer in Washington and he explained to me I was interpreting "community ", from the definition, in too broad a sense. Your community consists of those who pay taxes to support your library. So you may continue to charge those people for a library card. Again, I apologize and hope I'll still be on the invitation list for your Open House /Dedication. The problem is that charging for a library card is not allowable under LSCA. I am enclosing a copy of the page from the Act which defines what a "public library" and "public library services" mean. n Due to the responsibility we have for administering the LSCA grant funds, we cannot release the final Title II funds to the library as long as there is a charge to patrons for a library card. Please discuss this with your board of trustees. Please feel free to call me. I am sorry to have to raise the issue at this point in time, but it is something that must be addressed. ( 4) "Library services for the physically handicapped' means the provid- ing of library services, through public or other nonprofit libraries, agencies, or organisations, to physically handicapped person (including the blind and other visually handicapped) certified by competent authority as unable to read or to use conventional trinted materials as a result of physical limitations. ( S) 'Public library" ;means a library that serves free of charge all residents of a community, district, or region, and receives its financial support in whole or in part from public funds. Such term also includes a research library, which, for the purposes of this sentence, means a library, which- - (A) sakes its services available to the public free of charges (1) has extensive collections of books, manuscripts, and other materials suitable for scholarly research which are not available to the public through public libraries; (C) engages in the dissemination of humanistic knowledge through services to readers, fellowships, educational and cultural programs, publication of significant research, and other activities; and (D) is not an integral part of an institution of higher education. ( 6) 'Public library services' means library services furnished by a public library free of charge. ( 7) "State" means a State, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the Virgin Islands, the Northern Mariana Islands, and the Trust Territory of the Pacific Islands. • ( 8) State Advisory Council on Libraries' means an advisory council for the purposes of clause (3) of section 6(a) of this Act which shall- - (A) be broadly representative of the public, school, academic, special, and institutional libraries, and libraries serving the handicapped, in the State and of persons using such libraries, including disadvantaged persons within the State; (B) advise the State library administrative agency on the development of, and policy matters arising in the administration of, the State plan, and (C) assist the State library administrative agency in the evaluation of activities assisted under this Act; ( 9) 'State institutional library services' means the providing of books and other library materials, and of library services, to (A) inmates, patients, or residents of penal institutions, reformatories, residen- tial training schools, orphanages, or general or special institutions MONTANA STATE LIBRARY OY HE, ,S - 9Ttt' TED SCHWINDEN, GOVERNO 1515 E. 6TH AVENUE � ' ' - STATE OF VO \TA \A Wd 2 � (406) 444 -3115 HELENA, MONTANA 59620 July 11, 1988 TO: Peggy Arnold, Director Laurel Public Library FROM: Sheila Cates, Coordinator Library Development RE: LSCA '87 Title II Grant Payment Enclosed please find a warrant for 45% of the LSCA '87 Title II Grant to Laurel Public Library.
