Members Present: Doug Poehls, Tom Nelson, Dick Fritzler, Clete Knaub, Pat Kimmet Meeting called to order at 5:35 p.m. No public present. Dog ordinance: Doug asked Tom to brief on the philosophy of changing the ordinance. Tom told about the fact that even though our present ordinance says two dogs are allowed but many people have more than two dogs and sometimes a cat also. So we should look into changing the ordinance to allow 2 to 4 pets (dogs & cats). Dick said that even though he lives outside the city he can still hear dogs barking from in the city. Pat asked if this would give the people the impression that if three or 4 are legal then we can have 5 or 6 and get by. Clete said that the problem is not the dogs but the fact that irresponsible owners allow their dogs to bark or get out. And with the recent problem with a dog bite issue, this may not be the time to change anything. Doug shared that many cities do allow additional dogs. But the question came up about at what point is a kennel license needed. Laurel ordinance has a prevision for allowing people to have a litter of puppies once per year. And specifies kennel rules for commercial operations, etc. Clete made a good comment that right now the city has the ability to enforce problems of that small percentage of people who do not control their animals. And we should (pun intended) let sleeping dogs lie. The committee recommends that we do not pursue changing this ordinance. Other: None. Meeting adjourned.
