HomeMy WebLinkAboutCity Council Minutes 01.06.1998Minutes of the City Council of Laurel January 6, 1998 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Chuck Rodgers at 7:00 p.m., on January 6, 1998. COUNCIL MEMBERS PRESENT: Miles Walton Bud Johnson Norman Orr Dirk Kroll Gary Temple Gay Easton Ken Olson William Staudinger COUNCIL MEMBERS ABSENT: None INVOCATION: Invocation was given by Alderman Kroll. APPOINTMENTS: Mayor Rodgers appointed Don Hackmann as Clerk-Treasurer for a four year term, effective January 6, 1998. Motion by Alderman Kroll to confirm the appointment of Don Hackmann as Clerk-Treasurer for a four year term, effective January 6, 1998, seconded by Alderman Orr. Motion carried 8--0. SWEARING IN CEREMONY FOR NEW ALDERMEN AND CLERK-TREASURER: Larry Herman, Justice of the Peace, conducted the swearing in ceremony for the new Aldermen, Gary Temple, Ward 1; Ken Olson, Ward 2; Norman Orr, Ward 3; William Staudinger, Ward 4; Clerk-Treasurer, Don Hackmann; and Mayor, Chuck Rodgers. PLAQUE PRESENTATION: Mayor Rodgers presented Larry Herman with a plaque for twenty-three years of public service to the City of Laurel, as Alderman, City Attorney, Mayor, and City Judge. MINUTES: Motion by Alderman Easton to December 16, 1997, as presented, 8--0. approve the minutes of the regular meeting of seconded by Alderman Kroll. Motion carried CORRESPONDENCE: Received a letter from John McCain, United States Senator, regarding wireless telecommunications facilities. Received a letter from the Montana Department of Transportation regarding approval of the South Pond Landscaping CTEP project. Received a memo from the Montana Municipal insurance Authority regarding a vacancy on the board. Received a Risk Management Bulletin from the Montana Municipal Insurance Authority. Received a newsletter from the Montana Municipal Insurance Authority. VACANCY-MMIA BOARD OF DIRECTORS: Joe Leckie and Dirk Kroll have submitted their names for nomination to the Montana Municipal Insurance Authority Board. CLAIMS: Claims for the month of December were reviewed by the Budget/Finance Committee and recommended that they be paid. Motion by Alderman Johnson to approve the claims in the amount of $383,850.45 for the month of December, seconded by Alderman Orr. Motion carried 8--0. ELECT COUNCIL PRESIDENT AND VICE-PRESIDENT: President Alderman Orr nominated Gay Temple. Easton for council president, seconded by Alderman Minutes of the City Council of Laurel Page 2 Council Meeting of January 6, 1998 Gay Easton is the council president. Vice-President Alderman Orr nominated Bud Johnson for council vice-president. Alderman Johnson nominated Dirk Kroll for council vice-president. Motion by Alderman Orr to close the nominations, seconded by Alderman Temple. Motion carried 8--0. A vote was taken on the nomination for Bud Johnson as vice-president, Alderman Kroll asked for a roll call vote. Aldermen Olson, Easton, Staudinger, Orr, and Temple voted "YES". Aldermen Kroll, Johnson, and Walton, voted "NO". Motion carried 5--3. Bud Johnson is the council vice-president. RESOLUTION NO. R98-1 A RESOLUTION REQUIRING TWO SIGNATURES ON CITY CHECKS AND INVESTMENT TRANSACTIONS Motion by Alderman Johnson that Resolution No. R98-1 be passed and adopted, seconded by Alderman Walton. Motion carried 8--0. COMMITTEE REPORTS: --Budget/Finance Committee minutes of December 16, 1997 were presented. Motion by Alderman Temple to enter the Budget/Finance Committee minutes of December 16, 19971 into the record, seconded by Alderman Kroll. Motion carried 8--0. --City Council Committee of the Whole minutes of December 16, 1997 were presented. Motion by Alderman Johnson to enter the City Council Committee of the Whole minutes of December 16, 1997, into the record, seconded by Alderman Staudinger. Motion carried 8--0. --Laurel Airport Authority minutes of September 23, 1997 and November 25, 1997 were presented. Motion by Alderman Orr to enter the Laurel Airport Authority minutes for September 23, 1997 and November 25, 1997, into the record, seconded by Alderman Johnson. Motion carried 8--0. --Police Committee minutes of January 5, 1998 were presented. Motion by Alderman Kroll to enter the Police Committee minutes of January 5, 1998, into the record, seconded by Alderman Johnson. Motion carried 8--0. COMMENTS FROM THE AUDIENCE: Jim Stevens reported that Dave Gauslow has retired from the fire department after twenty five years of service. Mayor Rodgers wished everyone a Happy New Year and said he appreciated all the help from the council members and hopes for a good year. Mayor Rodgers referred to a letter from Cal Cumin, CTEP Manager, on the South Pond CTEP project. The letter showed the total project amount, breakdown, descriptions, and the CTEP project checklist. Alderman Johnson reminded the council members of the council retreat on Saturday, January 24, 1998, 9:00 a,m. in the Laurel Council Chambers. Mayor Rodgets announced the Western Heritage meeting on January 8, 1998 at 7:30 a.m. at the Sheraton. Rick Hill will be present.
